1. Background
Prisoners’ Future Foundation (PFF) is a local non-governmental organization duly registered in the Republic of Zambia under the NGO Act of 2009. The organization was formed to look into the welfare of serving and former inmates, including citizens who, though un-convicted, have come in contact with the criminal justice system.
PFF is implementing change projects to provide legal aid services and human rights awareness at Ndola Remand (with extension to Kasenshi Correctional Facility) Kamfinsa and Chingola Correctional Facilities as well as Legal Services Unity at Chingola Subordinate Court. The aim of the projects is to contribute to increased accesses to justice and greater respect for the rights of remandees, Inmates, suspects and accused persons. These projects are being implemented under the Programme for Legal Empowerment and Enhanced Justice Delivery (PLEED) supported by the European Union and the Federal Government of the Republic of German.
2. Purpose of the Consultancy
PFF has embarked on the programme to grow its financial resources for the purposes of sustaining its change projects in the mentioned sites after the close of PLEED. To this end, PFF is looking for an experienced consultant/proposal developer who will take a lead in holding engagement meetings with at least five (05) prospective institutional/individual donors and in writing ten (10) compelling, evidence-based concept notes and full project proposals covering a two (2) year period. Of those ten (10), five should be related to COVID-19. It is desirable that the consultant should have a good understanding of issues relating to prison work especially in the area of human rights, Access to justice, empowerment, rehabilitation and reintegration of inmates/ex-inmates, effects of COVID-19 and environment among others. .

3. Major Tasks to be performed by the Consultant
• Identify and research a range of grant making trusts, foundations, UN agencies, Local/Foreign Embassies, churches and scope the range of relevant funding opportunities in the area of human rights, Access to justice, empowerment, rehabilitation and reintegration of inmates, effects of COVID-19 and environment among others.
• Initiate and build relationships with foundations, corporations, and individual donors
• Make enquiries on available funding opportunities from Government departments such as Ministry of Agriculture, Ministry of Livestock and fisheries, Ministry of Home Affairs (Zambia Correctional Service, Zambia Police Service, Immigration Department, Drug Enforcement Commission, Anti-Corruption Commission) Ministry of Justice (Judiciary, National Prosecution Authority, Legal Aid Board, ZLDC), Ministry of Community Development and social Services, Ministry of Land Environmental Protection (Forestry Department and Zambia Environmental Management Agency), Ministry of General and Higher Education (TEVETA and Examination Council of Zambia), Ministry of Commerce, Industry and Trade, Ministry of Health, Ministry of youth, sport and child development, and from agencies like PACRA, CEEC and ZDA and partnership with like mind NGO’s to explore/ develop potential collaborations on relevant activities.
• Develop ten (10) compelling, evidence-based concept notes and full project proposals covering a two-year period.
• Manage and track donor information, and develop a stewardship program aimed at cultivating deeper ties with donors
4. Outcomes of the Consultancy
• Well established linkage with at least 10 funding agencies, government authorities and like mind NGO’s
• Final drafts of at least ten (10) concept notes and full project proposals, alongside the budgets as per identified donor requirements.

The consultant will report to the Executive Director and will work closely with the programmes and Accounts department.

8. Qualifications and Experience
• A proven track record of success (3-5 years) leading the design, execution, or management programmes related to prison work especially in the area of human rights, Access to justice, empowerment, rehabilitation and reintegration of inmates and environment among others.
• Strong programme design skills, including capacity to prepare logical, coherent, and consistent technical documents including log frames and budgets.
• Extensive knowledge of, and connections in, the Zambian philanthropic community
• Flexibility to adapt to any subsequent changes in the terms of reference.
• Excellent English speaking/writing skills required; Highly-motivated, confident communicator with the ability to manage relationships
• Experience working with international NGOs is advantageous
• Willingness and ability to travel to the field to hold engagement meetings with individual and institutional funding agencies.
• Preferably an advanced university degree (masters or equivalent) in Project Management, or a related field.
