Expression of Interest for Provision of Technical, Financial and Legal Services to Kafue Gorge Regional Training Centre (KGRTC) for the Development of Energy and Infrastructure Projects

1. BACKGROUND

The Kafue Gorge Regional Training Centre (KGRTC) (the "Client") is a SADC regional facility providing training in energy and related fields. The Centre also provides consultancy services, accommodation, catering, and conference facilities. KGRTC's mandate is from its Board of Trustees. The Centre is recognized as a Centre of excellence in energy training by the Association of Power Utilities (APUA), Southern African Development Community (SADC) and Technical Education Vocational and Entrepreneurship Training (TEVETA). KGRTC is generously supported by ZESCO Limited, who are the host utility. The Centre is in the process of developing a five-year Strategic Plan for the period 2023 to 2027 whose focus is the selfsustainability of the Training Centre

To enhance its capacity for financial sustainability, KGRTC has prioritized - in the 2023 to 2027 Strategic Plan - the development of the following three Projects:

(1) 7.5 MW Small Hydropower Station located in Serenje District of Central Province,

Zambia (the Pro-Feasibility Study Report has been completed and a Hydrological Study is being donc):

(2) 7.5 MW Wind Farm located in Namalundu. Chikankata District of Southern Province,

Zambia (the Pre-Feasibility Study Report has been completed and) and

(3) New Leaming Centre comprising Offices, Auditorium, Multipurpose Meeting Rooms, and 20 Guest Rooms, in Namalundu. Chikankata District of Southern Province, Zambia (Detailed Architectural and Engineering Design have been completed, with costed Bills of Quantities)

The objective of these projects is to increase KGRTC's not internally generated income and ultimately become self-sustaining,

So far pre-leasibility studies have been completed for the Small Hydropower Station and the Wind Farm, while detailed designs and construction schedules have been completed for the New Leaming Centre

2. OBJECTIVE OF THE ASSIGNMENT

The Objective of this Assignment is to offer KGRTC technical, financial and legal advice on the best way for developing the three Projects. The Assignment will include advising the Client on the optimal structure of the three Projects, in terms of Project shareholding, development and management, as well as financing,

3. CRITERIA FOR SHORTLISTING

3.1. To be pro-qualified, prospective private partners consortia must possess the requisite

capabilities and relevant experience in the provision of the required services. They are expected to submit comprehensive information that contains

4. CLARIFICATIONS

4.1. Interested Consulting firms may obtain detailed Terms of Reference (TORs) at the address

below during office hours (08:00 - 13:00 and 14:00 - 17:00 hours local time) or visit KGRTC website at www.kgrtc.org.zm. Receipt of clarifications shall be closed seven (7) days before the deadline date of EOI submission.

4.2. Consulting firms will be selected in accordance Quality and Cost Base (QCBS) method.

Only shortlisted applicants will be invited to obtain the detailed Request for Proposals (RFP) for further submission

4.3. EOI should be delivered or electronically submitted in PDF format not exceeding 15 MB

should be sent to the email: piuakgrte.org.zm and Ibukooleakgrtc.org.zm. Email subject should read "EOI - for Provision of Technical, Financial and Legal Services to Kafue Gorge Regional Training Centre (KGRTC) for the Development of Energy and Infrastructure Projects". The deadline for submission of the EOI is 28 July 2022 at 12:00 hours local time
