Expression of Interest to Review and Update Organizational Policies and Manuals at Young Women’s Christian Association (YWCA)

The Young Women’s Christian Association (YWCA) Council of Zambia is a Christian, membership, non-partisan, non-governmental organization (“NGO”) dedicated to the empowerment of the community. The organisation was established in 1957 and has a presence in all the 10 provinces of Zambia.
YWCA is calling for the expression of interest to review and update organizational policies and manuals and seeks to engage suitably qualified and experienced consultants to conduct this assignment. This assignment is for the duration of 30 days. The Manuals and Policies to be updated are:
- Finance and Administration Policies
- Human Resource Policies
- Programme Implementation and Quality
- Monitoring and Evaluation
- Child Protection and Safeguarding
- Board of Directors Charter
- Resource Mobilisation Strategy

1. Finance and Administration Policies
Qualifications and Experience
- Full ACCA or Degree in Accountancy/Business Administration
- Master’s Degree in Finance/Business Administration will be an added advantage.
- Over five years work experience in finance at managerial level in a reputable establishment.
- Over five years’ experience in policy review and development.
- Excellent written and communication skills as well as proficiency in Microsoft.
- Demonstration of past experience development of Finance manuals through samples of works done of a similar nature.
- Knowledge and understanding of administrative procedures and processes
- Good understanding of transport and travel, anti fraud and anti corruption issues,
- Demonstrated understanding in debt management and recovery policies, reserve and cost allocation policies
- Registered with valid membership to ZICA or ACCA
2. Human Resource Policies
Qualifications and Experience
- Degree in Human Resource/ Public Administration
- Master’s Degree in Human Resources/Public Administration or gender studies will be an added advantage
- Over five years work experience in a human resources department at managerial level in a reputable establishment.
- Over five years’ experience in policy review and development.
- Excellent written and communication skills as well as proficiency in Microsoft suit.
- Demonstration of past experience in development of HR manuals through samples of works done of a similar nature.
- Good understanding of gender, disability and conflict of interest issues
- Demonstrated good understanding of volunteer and internship policies
- Must be registered and a member of ZIHRIM
3. Programme Implementation and Quality
- Bachelor’s Degree in Development studies, Project Management or other related social sciences
- Master’s Degree in Development/Project Management studies will be an added advantage
- Over five years work experience in Development programme at managerial level in a reputable institute.
- Over five years’ experience in policy review and development.
- Excellent written communication skills as well as proficiency in Microsoft suit.
- Demonstration of past experience in the development of organisational workplace manuals through samples of works done of a similar nature.
- Knowledge and understanding of community engagement processes and procedures
4. Monitoring and Evaluation
- Minimum Bachelor’s degree in Demography, Statistics, Analytics or other relevant discipline.
- A diploma in M & E and a certificate in project risk management will be an added advantage
- Master’s Project Management Demography, Statistics, Analytics or other relevant discipline will be an added advantage.
- Member of Zambia Monitoring and Evaluation Association (ZaMEA)
- Over five years’ experience in policy review and development.
- Excellent written communication skills as well as proficiency in Microsoft suit.
- Demonstration and evidence of past experience in the development of organisational M & E manuals and tools through samples of works done of a similar nature.
5. Child Protection and Safeguarding
- Bachelor’s Degree in Peace and Conflict Studies, Gender, Development Studies or other related discipline.
- Master’s Degree in Peace and Conflict Studies, Child Sensitive Policies, Development Studies will be an added advantage
- Over five years work experience in international organisations with exposure in development and review of child and safeguarding policies .
- Understanding of the youth policy issues
- Over five years’ experience in policy review and development.
- Excellent written communication skills as well as proficiency in Microsoft suit.
- Evidence of similar works done before.
6. Board of Directors Charter
- Bachelor’s Degree in Governance and Policy, Law, Political Science, Business administration and Accountancy or other related discipline.
- Master’s Degree in Governance and Policy or Law will be an added advantage
- Over five years work experience in review and Development of governance or corporate policies .
- Excellent written communication skills as well as proficiency in Microsoft suit.
- Evidence of similar works done before.
- Member of the Institute of Directors or LAZ
7. Resource Mobilisation Strategy
- Bachelor’s Degree in Project Management, Business Administration Development Studies or other related discipline.
- Master’s Degree in Project Management, Development Studies will be an added advantage
- Over five years work experience in development of resource mobilisation strategy.
- Excellent written communication skills as well as proficiency in Microsoft suit.
- Show evidence of similar works done before.
