1. Introduction
The Centre for Environment Justice (CEJ), in collaboration with Kindernothilfe (KNH), is seeking qualified and experienced consultants to conduct a feasibility study for the “Child-centred Community Development Program for Climate Resilience.” This initiative aims to strengthen the climate resilience of rural communities and empower children and their families. CEJ, established in 2010, is renowned for its commitment to environmental justice and sustainable development, while KNH is a leading German non-governmental organization dedicated to improving the lives of disadvantaged children and families worldwide.

2. Background and Project Description
Climate change is a global crisis with severe repercussions, causing annual deaths and affecting millions of people. Zambia faces visible climate change impacts, disproportionately affecting vulnerable communities, especially women and children. Research has shown that climate change hinders the achievement of Sustainable Development Goals (SDGs), including those related to child health and poverty reduction. Children’s rights are also under threat due to climate change, challenging the Convention on the Rights of the Child. Urgent global action is needed to limit global warming to 1.5°C, including transitioning from fossil fuels.

This feasibility study aims to assess how climate change affects vulnerable communities, focusing on child-centred community development in Zambia’s Northwestern Province. The proposed program includes:

Educating and raising awareness about climate change among children, caregivers, and the community.
Equipping children and caregivers with practical skills in climate-smart farming, disaster preparedness, and first aid.
Encouraging active participation of children in climate resilience efforts.
Supporting the creation of climate-resilient infrastructure.
Fostering collaboration with local stakeholders.
Advocating for climate change mitigation and adaptation, particularly in extractive industries.
The program will be implemented in Zambia’s Zambezi District, with a focus on empowering children, caregivers, and communities to address climate-related challenges.

Project Site
Chief Ishima’s chiefdom, encompassing the Chinzenzi-Chileng’a, Zambezi Central, Lwatembu-Lwitadi, Kasesi-Chivweji, and Chitokoloki Wards, while In Chieftainess Nyakuleng’a’s chiefdom, the study will engage with the Nyakuleng’a Ward and Dipalata Ward.

3. Scope of the Feasibility Study
The feasibility study aims to provide critical insights into the viability, practicality, and sustainability of the proposed “Child-centred Community Development Program for Climate Resilience.” It involves:

Contextual analysis
Problem prioritization
Stakeholder engagement
Resource allocation
Risk assessment
Impacts assessment
Monitoring framework development
Child rights-based analysis
The study will culminate in a comprehensive report summarizing findings, conclusions, and actionable recommendations.

4. DELIVERABLES
The consultant will be responsible for the following deliverables:

Inception Report: Providing a detailed study methodology, data collection tools, and an operational plan.
Draft Study Report: Submit a preliminary version of the report by the 2nd week of November 2023.
Finalized Study Report: Producing a comprehensive report that incorporates feedback from stakeholders and addresses all study objectives.
Developing a clear implementation strategy, outlining activities, timelines, and roles, emphasizing community engagement and child-centred approaches.

5. PROFESSIONAL REQUIREMENTS FOR THE CONSULTANT(S)
Individuals or expert teams interested in leading the feasibility study must meet the following essential criteria:

1. Academic Excellence:

Possess an academic background with a Master’s degree in a relevant field, such as environmental science, Development Studies, child rights, climate resilience, or a related discipline. This academic foundation provides the necessary knowledge base for the study.

2. Proven Track Record:

Demonstrate a minimum of five years of hands-on experience in successfully conducting feasibility studies, baseline assessments, evaluations, or similar research endeavours. This experience should be specifically within the context of community development, child welfare, and climate resilience.

3. Domain Expertise:

Display a robust and documented understanding of the interconnected fields of climate resilience, child-centred development, and rural community dynamics. This expertise should be evident through past projects, publications, or relevant work in these areas.

4. In-Depth National Insight:

Exhibit profound knowledge of the national socio-economic, environmental, and cultural landscape, enabling effective contextual analysis and relevant recommendations. Familiarity with the specific challenges and opportunities in the project area, Zambezi District, is crucial.

5. Human and Child Rights Advocate:

Showcase a successful history of designing and executing projects that strongly uphold and advance human and child rights principles. Consultants should demonstrate a commitment to ensuring the well-being and active participation of children and vulnerable groups in development initiatives.

6. Local Language Proficiency:

Possess fluency in local languages spoken within the target communities. This language proficiency is essential for direct and meaningful communication with children, families, and local stakeholders, facilitating effective engagement and data collection.

Applicants are encouraged to provide evidence of their qualifications, experiences, and expertise in their proposals to effectively demonstrate their ability to meet these professional requirements. The consultant(s) selection will be based on a thorough evaluation of these criteria to ensure the successful execution of the feasibility study.

Detail your proposed approach and methodology for conducting the feasibility study. Clearly outline the steps you plan to take, research methods to be employed, and any innovative techniques you intend to use. Explain how you will address the study objectives and the specific challenges of this project.
6.3     Timeline for Completion:
Present a realistic timeline for the completion of the feasibility study. Include key milestones, deadlines, and phases of the project. Provide an estimated timeframe for each task, from the initial research to the submission of the final report.

7. Budget Breakdown:
Provide a comprehensive budget breakdown, including the following components:

Professional Fees: Clearly state the fees associated with your consultancy services, specifying whether it’s a fixed fee, hourly rate, or other arrangements.

Training Materials Development (if applicable): If there is a need for developing training materials, include costs associated with curriculum design, printing, and distribution.
Travel Expenses (if applicable): If any travel is required for the study, itemize expenses related to transportation, accommodation, meals, and incidentals.
Other Costs: Identify any additional costs directly linked to the consultancy, such as data collection tools, software licenses, or expert consultations.
