Scope of Work

Title: Field Program Assistant

Project Summary

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Principal Duties and Responsibilities

  • The Field Program Assistant will deliver adequate, timely administrative and logistical support to the Soma Umenye field team (i.e. DAs and PAs). S/he will serve as the interface between the field staff and the Finance, Operations, and Procurement offices to ensure smooth coordination of all field activities. Specifically, the Field Program Assistant will:
  • Draft activity approval forms and budgets for review by the activity managers
  • Prepare all necessary procurement action request forms (PARs) and travel advance authorization requests (TAARs) for related field team activities.
  • Coordinate all vehicle needs and submit vehicle request forms for the field team as needed.
  • Support the field team to provide regular updates to the Soma Umenye program calendar, including updates surrounding training activities, consultant trips, etc.
  • Maintains contact information for key district and provincial-level stakeholders and other implementing partner contacts
  • Coordinate meetings and prepare meeting minutes convened or attended by project field staff.
  • Take meeting minutes for all team meetings and distribute to team members.
  • Ensure the proper filing and archiving of all relevant programmatic documents both via electronic files and hard copy files.
  • Fulfill other administrative functions, as required.

Job Qualifications

  • Completion of secondary school is required, and some collegiate or technical training is desirable.
  • Two to four years of experience as administrative assistant, receptionist, or related position is necessary. USAID experience desirable. Level 3 English ability (good working knowledge) is required.
  • Excellent interpersonal and communications skills.
  • Demonstrated leadership, versatility, and integrity.
  • Written and spoken proficiency in English.

Level of Effort and Location of Assignment

This is a long-term position and the location of assignment is Kigali, Rwanda with intermittent travel throughout the country.

Supervision

The Field Program Assistant will report directly to the DCOP for Field Activities, or his/her designee.

Expected Salary: Commensurate with salary history and experience
