JOB DETAILS:
  The HBCU Global Health Consortium (HBCU GHC) consists of four historically black colleges and universities (HBCUs) in the United States: Charles R. Drew University of Medicine and Science (CDU), Meharry Medical College (MMC), Morehouse School of Medicine (MSM), and Howard University (HU). Funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau, Division of Global HIV Programs, the HBCU GHC project is a multi-year initiative.
The HBCU GHC is established to develop and implement strategies to address the social determinants and health inequalities found within the context of the clinical transformation that will enhance and improve the provision of HIV/AIDS services in Lusaka, Zambia.
The goal of the project- with its partners (HRSA and PEPFAR)- is to improve the quality of healthcare, clinic workflow, and team-building which will lead to improved health outcomes within the district hospitals in Lusaka, Zambia.
The HBCU GHC is recruiting for the following position:
1. Finance Director.

Job Responsibilities:
• The HBCU Global Finance Director will be responsible for the Overall Financial and Budget Management for the HBCU Global Health Consortium as well as financial management for each school. She will be responsible for ensuring all project expenses are captured, tracked, reasonable, allowable, and being used in the cost-effective manner. She will interact with the HBCU Global Consortium Lead for day to day administrative issues and for overall guidance on financial management of project activities.
• Responsible for managing and coordinating all aspects of finance and accounting activities for each school as well for the overall HBCU GHC to ensure compliance with all organizational requirements.
• Collaborate with Consortium PI’s and Program Staff to develop workplans and corresponding Staffing and Program Budgets for each school as well as budgets for Overarching Consortium activities
• Prepare and conduct financial and compliance training for local staff to ensure organizational compliance and effective implementation of policy.
• Supervise and train local finance staff on financial procedures.
• Liaison with HLB in Zambia to ensure each school’s local expenses are captured, reconciled tracked and monitored against the country staffing and program budgets, and funds are used effectively.
• Liaison with each school’s PI and Grant’s Department to ensure all US expenses are captured, reconciled and tracked against the US staffing and program budgets.
• Serve as lead point of contact and preparer of all financial reports, documents and/or budgets required by US Funder, or Local Government. – om conjunction with Jhpiego,
• Review update an analyze, project spending, identify budget variances, an adverse spending trend.
• Recommend and implement corrective actions to Consortium PI’s and Program staff to help ensure spending stays on track and within budget.
• Review reconciliation of bank statements, petty cash, advance and other accounts to ensure safety of HBCU GHC assets
• Have monthly budget calls with each school to provide and receive updates on spending actuals, monthly burn rates, pipeline, and any program activity effecting the current budgets.
• Travel to each school as needed, to work on any specific financial projects and or needs.
• Travel to Zambia as needed to provide local financial oversight and support, as well as meet with HR Firm and Jhpiego team.
• Monitor each schools Subgrant Budget and prepare necessary Subgrant financial reports.
• Serve as Financial Representative for Consortium in meetings with funders, and potential clients in the Washington DC area.
• Collaborate with Consortium PI’s and Program Staff in new program development by working on proposal budgets, budget narratives and cost proposals.
• Other duties as assigned by HBCU GHC.

  Job Qualifications:
• Optimally, 10 or more years of relevant, successful experience managing overseas operations with similar or significant programmatic and administrative responsibilities (program, finance, HR).
• Knowledge of development principles and practices, as well as U.S.G. rules and regulations, and relevant technical guidelines governing grant programs
• Proven track record in new business development, and willingness/ability to engage on an ongoing basis in new business development as required to maintain a healthy country portfolio
• Skills and knowledge in development of: program sustainability and capacity building; project monitoring and evaluation reports
• Excellent analytical and critical thinking skills; strong professional judgment demonstrated
• Excellent oral and written communication skills in English and country language as needed
• Relevant undergraduate or advanced degree in public Health, Medicine or any other relevant field.
• Experience working with international, governmental or non-governmental agencies, donor organizations, or other relevant entities.
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, meet deadlines, and to work both independently and in a team environment
• Ability to maintain confidentiality and handle sensitive situations effectively.
