JOB DETAILS:
The Zambia Law Development Commission (ZLDC) is a statutory body established under the Zambia Law Development Commission Act No. 11 of 1996, Chapter 32 of the Laws of Zambia. The Commission is inviting applications from suitably qualified Zambians to fill the above vacant position
SALARY GRADE: ZLDC/2
Job Purpose: To undertake the Management of financial resources of the Commission in order to facilitate the implementation of programmes and ensure their prudent utilization and accountability.
QUALIFICATIONS
• Form V/Grade 12 school certificate
• Degree in Accountancy, ACCA, CIMA, or equivalent
• Member of Zambia Institute of Chartered Accountants (ZICA)
• Ten years’ experience, four of which at the management level.
KEY RESULT AREA PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)
Financial Reporting Undertakes timely, preparation and submission of financial management reports in order to comply with financial regulations and facilitate informed decision-making.
Financial Internal
Controls Undertakes effectively, the development, review, and implementation of internal controls in order to enhance transparency and accountability in the utilisation of financial and material resources.
Budgetary Control
Undertakes effectively, the monitoring of expenditure in order to ensure spending is in line with the approved budgets and financial regulations.
Cost Accounting
Undertakes timely, costing of programmes in order to facilitate the preparation of annual budget estimates, mobilization, and disbursement of financial resources.
Audit Query Responses Undertakes timely, preparation of responses in order to resolve audit queries and ensure unqualified accounts.
Asset Accounting
Undertakes effectively, accounting for assets in order to safeguard public property.
Payroll Undertakes effectively, the preparation and processing of the payroll cash book in order to facilitate payment of personnel-related obligations.
Performance Management
Undertakes effectively the preparation of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
Management
Manages effectively human, financial, and other resources in the department in order to facilitate the attainment of objectives of the Department.
