Job Description
Program summary
Voice for Change Partnership (V4CP) programme is a multi-country and multi-sector program. The program is funded by the Dutch Ministry of Foreign Affairs (DGIS) and is implemented in six countries, Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia. This five-year program 2016-2020 aims to strengthen the capacities of Civil Society Organisations (CSOs} to advocate for a conducive enabling environment in WASH, Renewable Energy, Food and Nutrition Security and Resilience.
ln Rwanda the program will focus on Sustainable Nutrition for All (SN4A) with an emphasis on food security and Nutrition Sensitive Value Chains. The program will be implemented in conjunction with IFPRI under the leadership of SNV.
Under the Food and Nutrition Security, the program will advocate on four issues
• The Increased production and consumption of diverse nutritious food;
• increased accessibility and use of fortified crops or products;
• improved coordination and service delivery of agriculture, food security and nutrition actors and activities at national and district level;
• Effective allocation of the budget for coordination and relevant agriculture, food security and nutrition activities/interventions/programs.
Position Summary
Working closely with \/4CP Project Manager and reporting to the country finance manager, the finance officer is responsible for coordinating and arranging all \/4CP finance, logistical and procurement actions working in close coordination with the PM and other project team.
S/he will also provide program support to CSO partners in financial/grant management and reporting.
The main duty and responsibilities:
• Review the projects related financial transactions to ensure that they fall within the approved scope of project activities and donor requirements and that they comply with the financial procedures.
• Prepare project budget, project cash flows, year-to-date spending and funding requests to ensure that projects have adequate budgets to implement related activities throughout the year
• Monitor bank account and prepare bank reconciliation on monthly basis and process cash transfer to ensure sufficient funds on the account for payments.
• Work with Auditors and provide relevant information as far as audit is concerned and ensure timely implementation of audit recommendations.
• Ensure that all financial transactions and reporting procedures are compliant with the specific financial requirements of the donors.
• Review and authorize grants advances to C805, requisition forms, payment requests on Country Office level.
• Maintain grants files and archive financial reports in line with financial policies and guidelines.
• Prepare and follow up on the grants partner settlements journal voucher and follow up with country finance manager and project manager to ensure timely submission of partners required reports and related documents.
Logistics and Procurement;
• Review, check budget availability on routine basis to ensure that all purchase requisitions items are budgeted for prior to requisition approval at the project level.
• Ensure timely payment with proper documentation and filing for all projects expenditures
• Maintain an updated and accessible physical and electronic filing record for all procurement activities (e.g. quotations, invoices, selection Memos, bid matrices etc.)
• Complete physical inventory, keep inventory of all equipment purchased and update it on a monthly basis, noting condition and location of items.
• Ensure cost effectiveness through competitive bidding process, quality product and compliance with SNV finance and procurement requirements, policies and guidelines.
CSO Partners‘ Support
• Contribute to the partner financial assessments in line with SNV policies and guidelines.
• Review the partnership/Assignment agreements and ensure the compliance with the grant requirements
• Conduct regular visits to CSO partners to do the financial review and provide the appropriate support
• Contribute in developing plans for building the capacity of all \/4CP CSO partners
• Participate in the training needs analysis and identify the relevant training needed to strengthen the partners capacity in financial management
• Prepare, examine, and analyse accounting records, and CSOs financial reports to assess accuracy, completeness, and compliance with SNV and donor specific reporting and procedural standards & requirements by ensuring project related payments are done on time and transactions are properly recorded and posted in SAP.
• Provide support to CSOs finance team during grants implementation on financial follow-up and monitoring in line with SNV policy.
Qualifications
Minimum Qualification and Candidate Profile
• University degree in Accounting or Finance; CPA, ACCA certifications is an advantage.
• Minimum of 3 years‘ experience in an Accounting! grant finance role, preferably with NGO experience.
• Must have proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls.
• Good command of Microsoft spreadsheet preferably Microsoft Excel, SAP software.
• Experience in working with auditors both internal and external.
• Must have skills and ability to organize and conduct trainings
• Strong oral communication skills, including fluency in Kinyarwanda, and excellent written and oral communication skills in English.
• High standards of integrity, professionalism, and impartiality.
• Ability to work collaboratively in teams, build consensus, and effectively coordinate with internal and external actors is highly desired.
