CONTEXT
Cardno Emerging Markets Ltd along with partner Rwanda Mining, Petroleum and Gas Board (RMB) is implementing the UKaid funded, Sustainable Development of Mining in Rwanda (SDMR) programme over a period of 3 years. SDMR is envisioned as a programme to support the transformation of the mining sector in Rwanda, by facilitating an enabling environment for the business of mining and improving the livelihoods of rural working poor in the artisanal and small-scale mining sector in Rwanda.
The Programme seeks to support the Government of Rwanda in achieving the country’s development agenda as outlined in National Strategy for Transformation (NST1) (2017/18 – 2023/24). The mining sector is considered as one of the sectors which will play a pivotal role in achieving the pre-set target in NST1. The optimal contribution of the mining sector to economic development will require the Government of Rwanda to undertake a series of reforms to address structural issues which are hindering the growth of the sector and its transformation into a modern, dynamic, professional mining sector.
The UKaid through SDMR Programme is committed to work along with the Government of Rwanda in creating an enabling business environment through different interventions such as supporting Mining Regime Review, Investment Promotion, Access to Finance, Value Chain Analysis, Environmental Management, Geological Information Management, and promoting best mining practices through Mining Aggregation Services Centres (MSAC), as well addressing other cross cutting issues like child labour, health and safety, gender mainstreaming and mine workers’ rights.


Cardno Emerging Markets Ltd is hiring an expert on Access to Finance to undertake assignments described below. The programme uses the market systems development (MSD) approach which is facilitative, systemic, scalable, and sustainable. Key to proper implementation of the programme this role will need to work closely with the SDMR Capacity Development Intervention Manager, who will oversee the intervention on a day-to-day basis.


SCOPE OF WORK
The Access to Finance Expert is expected to implement all relevant SDMR Technical supporting activities to RMB and other relevant stakeholders including the following:

  • Reviewing and updating the assessment of the status of Access to Finance within Rwanda’s mining sector;
  • Elaborate recommendations for remedies to address the access to finance challenges of mining operators in Rwanda;
  •  Identify and design a framework under which the public and private financing initiatives can be extended to the mining sector;
  • Design de-risking measures for financial service providers presenting a good appetite to invest in mining sector;
  • Identifying the financial products that are available on the market for other key economic sectors which should be considered for developing prototype financial products for the mining sector;
  • Designing prototype financial products suitable for mining sector. This should include a design workshop in which financial services providers and other stakeholders are involved;
  • Provide technical assistance to selected financial services providers as part of the process of piloting product prototypes, product refinement and eventual roll-out.


DELIVERABLES

  • An inception report with detailed methodology, tools and work plan;
  • A brief description/report on international experience for addressing the Access to Finance challenges for; a) artisanal and small-scale miners and b) actors across the whole value chain of mining;
  • A report on detailed analysis of the ‘access to finance’ issues and challenges for the mining sector in Rwanda, including a) comprehensive list and analysis of ‘access to finance’ stakeholders in Rwanda’s market, b) ‘deep analysis’ of the financial products and initiatives in selected sectors available on Rwanda’s financial landscape;
  •  Detailed roadmap on how to address the identified challenges of access to finance in the mining sector and implementation of recommendations;
  • A report of the design workshop that includes a refined roadmap (incorporating input from stakeholders) for development and implementation of prioritized products and initiatives;
  • Detailed proposal on the recommended financial products and other financial initiatives for the mining sector in Rwanda informed by the design workshop;
  • Evaluation report of financial products and initiatives implemented;
  • Trainings, seminars, roundtable discussions for stakeholders on Access to Finance;
  • A framework under which the public and private financing initiatives can be extended to the mining sector;
  • Policy Brief on ‘access to finance’ for the mining sector in Rwanda.


EXPERIENCE AND QUALIFICATIONS
The suitable candidates shall fulfill the following minimum requirements:

  • Minimum of a Master’s degree in Business Administration, Banking, Economics, Finance, or Professional Courses such as ACCA, CFA, CIFA with 15 years of experience;
  • Have a solid background in investment finance. Having experience in financing mining projects especially artisanal and small-scale or other high-risk sectors will be an advantage and small-scale mining Finance
  • Strong background and experience in business planning, market research, and product development;
  • Solid experience in designing financial products for specific sectors will be highly considered;
  • Familiarity with mining sector activities in Rwanda would be an advantage;
  • Strong background in facilitating multi-stakeholder engagement processes;
  • Good writing and computer skills;
  • High level of integrity.
