Description
International Water Management Institute (IWMI) on behalf of the Global Water Partnership Southern Africa , seeks applications from suitable candidates to undertake a part-time (50%) consultancy assignment under GWP Africa Water Investment Programme (AIP) Water Climate Development and Gender Transformation (AIP WACDEP-G). The AIP-WACDEP-G Gender Advisor for Zambia and GWP Southern Africa will be technically responsible for the gender aspects of AIP WACDEP-G in Southern Africa and in Zambia. The Gender Advisor will work under the guidance of the GWPSA Technical Advisor and AIP- Zambia Program Manager. S/he will also support the implementation of the AIP programme portfolio in Zambia.
The goal of the Africa Water Investment Programme is to transform and improve the investment outlook for water security and sustainable sanitation for a prosperous, peaceful and equitable society. AIP aims to leverage $30 Billion in investments, by 2030, towards SDG 6 implementation. The overall objective is to enhance job creation through gender sensitive investments in water security, industrialization and climate resilient development.
AIP will promote job creation through gender sensitive investments in water security, industrialization and climate resilient development and support continental efforts towards universal access to safe water and safely managed sanitation. .

Duties and Responsibilities of Consultant: Gender Advisor for Zambia and GWP Southern Africa
1. Program Development
• support gender analysis work to be carried out at southern Africa region and in Zambia
• support the undertaking of capacity needs assessment (gender) for the region and Zambia
• support the development of detail WACDEP-G work plan, budget and capacity development plan for GWP SA and Zambia
• Identify opportunities at regional and country levels that are relevant and useful for WACDEP-G
• Support other GWP Africa regions in their gender analysis work
2. Program Implementation
• Map out key stakeholders at regional (SADC), transboundary (Zambezi River Basin) and country (Zambia) levels that will have role in implementing WACDEP-G
• Identify their roles (powers) and interests in relation to implementing WACDEP-G
• Develop stakeholders’ engagement strategy for implementing WACDEP-G at regional, transboundary and country levels
• Establish relationships with relevant government and non-government actors mainly with organizations dealing with gender and with gender focal points in other relevant government and non-government organizations
• Coordinate the implementation of gender focused capacity building activities of the program at regional, transboundary and country levels
• Support the process of selecting and implementing a demonstration project in Zambia, making sure that the project is oriented to a gender transformative approach
• Provide guidance to consultants that will be engaged in conducting gender analysis in the region and in Zambia
• Provide gender related technical support in implementing other GWP programs in GWPSA and in Zambia

Requirements
The Gender Advisor position requires a high level technical/professional expertise. Interested applicants are required to have the following qualifications and experiences:
• Minimum qualification with Masters Degree in development studies, gender studies, social sciences, or related field.
• An understanding of development issues including gender inequality and understanding of the institutional and policy environment around water security, climate resilience building and gender equality in the country and in the region
• At least 10 years of experience in gender analysis, developing gender sensitive or gender transformative activities or plans. Desired but not required- ability/experience to develop trainings and experience with facilitating training/meetings/event).
• At least four years of working experience in the region and/or in the country preferably in gender equality and social inclusion, women empowerment and gender mainstreaming areas
• Experience working in the field of climate change, water and natural resources is an advantage
• Excellent analytical and writing skills and very good organisational and task management skills, demonstrated team work skills and ability to work independently
• Fluency in English language is a must, another regional language is an advantage.
• Experience of collaborating and/or working with government institutions and agencies
• Ability to work with a diverse group of people, both independently and as part of a team
