In September 2009, the Maryland Global Initiatives Corporation (MGIC) was formed as a nonprofit affiliate of the University of Maryland, Baltimore (UMB) to help support the implementation of UMB international programs. UMB, through MGIC, currently has offices in Botswana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, and Zambia. MGIC’s administrative operations support the research and clinical programs of the School of Medicine, Institute of Human Virology (IHV) and Center for International Health, Education & Biosecurity (Ciheb), and other UMB entities.

Project Description
Maryland Global Initiatives Corporation (MGIC) Baltimore, USA, with funding from the Centers for Disease Control and Prevention (CDC), is implementing through the
Community Impact to Reach Key and Underserved Individuals for Treatment and Support (CIRCUITS) project is looking for suitable candidates to provide technical support community-based HIV prevention and testing. Under the guidance of the Chief of Party, the HIV Prevention and Testing technical lead will provide strategic guidance to support the project scale-up community-based HIV prevention and testing services. She/He will develop strategies and provide training/mentorship to maintain quality prevention and testing services at all the CIRCUITS-supported health facilities in Southern, Eastern, and Western Provinces of Zambia. He/she will also oversee the implementation of the differentiated Services Delivery the community HIV Epidemic Control model program for key and priority populations and promote uptake of HIV prevention and testing services.

ob Summary:
This role shall perform the following functions
Essential Functions:
• Provide expert guidance on appropriate technical and programmatic approaches for scaling up HIV prevention and testing services to ensure that people at high risk of HIV infection are reached, tested, and effectively linked to prevention and treatment services.
• Design and lead activities of differentiated service delivery systems, including client-centered and community-led/community-based interventions, providing prevention and testing services to people at risk for or living with HIV.
• Ensure that HIV program implementation is managed closely through the development of work plans, Monitoring and Evaluation, and quality assurance plans.
• Conduct CIRCUITS technical supportive mentorship visits to all CIRCUITS supported sites implementing HTS including HIV-Self Testing
• Support the sub-awardees to scale up index testing and social network testing strategies through training and mentorship
• Support facilities in monitoring and tracking (monthly) of Rapid Test Kits (RTKs), and other supplies necessary for HTS delivery
• Participate in joint HTS supportive supervision visits together with the Ministry of Health, funders, and other stakeholders
• Strengthen facility and community bidirectional referral and linkages
• Coordinate and liaise with other implementing partners for smooth collaboration
• Ensure that health facilities are adhering to quality control practices such as proficiency testing
• Participate in SIMS assessment visits and follow up remediation as is required
• Provide technical support and guidance in documenting and scaling up promising HTS practices in CIRCUITS-supported provinces.
• Conduct ongoing training needs assessment and facilitation of the various HTS training.
• Lead development of annual, quarterly, and monthly HTS strategies and work plans
• Conduct monthly HTS data analysis and compile timely reports to ensure real-time data use for decision-making at the facility level and progress towards project targets.
• Represent CIRCUITS in TWGs and other task force meetings related to HTS accordingly
• Conduct other HTS duties delegated by the line manager from time to time

Qualifications
• Diploma in Clinical Medicine/Nursing, Degree in Nursing or Public Health
• MPH or master’s degree in a health-related field is an added advantage.
• Certified HTS supervisor and a National HTS Trainer
• 5 years experience working as a supervisor in a PEPFAR supported program
• Excellent understanding of the HIV/AIDS Technical areas

Knowledge, Skills & Abilities
• Flexible to work at odd hours and travel 50% of the work time
• Excellent computer skills in Microsoft word, excel, outlook and PowerPoint
• Results-oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with priorities.
• Strong oral and written communication skills
• Good Clinical training skills
