1. Essential Duties and Responsibilities:

The role involves coordinating the project’s programming and policy efforts with various counterparts, including the United States Government (USG), multilateral organizations, and national entities. The responsibilities can be summarized as follows:

1. Leadership and Oversight (45%)
Provide strategic direction for all program activities, covering areas such as HIV testing, biomedical prevention, gender-based violence, and economic strengthening.
Lead interagency planning, monitoring, reporting, and communication activities for the project, including monthly partner meetings and technical assistance visits.
Coordinate PEPFAR team’s support to the Government of Zambia’s efforts in preventing and treating new infections among Adolescent Girls and Young Women (AGYW).
Manage the coordination of partners in the multi-sectoral response to gender-based violence.

1. Technical Expertise in HIV Prevention (30%)
Serve as the lead technical expert in HIV prevention for AGYW within the PEPFAR Coordination Office.
Provide technical inputs to USAID and CDC staff on AGYW programming.
Lead USG efforts to monitor and analyze data trends, refine programs based on evidence, and disseminate successes from the implementation of projects’ interventions in Zambia.
Contribute to the development of relevant Government of Zambia policies and programs for AGYW.

1. Project and Financial Reporting (25%)
Lead project-related inputs to Zambia’s Country Operational Plan (COP) and ensure strong monitoring and oversight through various reporting mechanisms.
Guide annual budget allocation for the project programming in line with global guidance and interagency decisions.
Prepare information sheets, presentations, and other documents about US government-funded AGYW programs in Zambia.
Draft various communication materials, including briefing materials, progress reports, memoranda, etc.
1. Minimum Qualification Requirements
2. Master’s degree or higher in public health, social and/or behavioural science, or a related social science field, with specific emphasis on community-level health promotion and/or education.
3. Minimum ten (10) years’ experience in the management of HIV programs, preferably focused on combination prevention for adolescent girls and young women, including experience implementing and/or coordinating with PEPFAR-supported programs.
4. Demonstrated experience in establishing and maintaining relationships and contacts with counterparts such as Ministries of Health, the Global Fund, UN agencies, and/or other bilateral donor working in HIV prevention among adolescent girls and young women.
5. Proven experience in working on PEPFAR-funded projects or US government agencies such USAID and HRSA.
6. Experience in development of HIV care and treatment implementation guidelines for mental health and annual viral load monitoring in Africa.
7. Certification in project management for health related matters.
8. Expert level knowledge and demonstrated application of planning, designing, implementing, and providing technical guidance on adolescent HIV and health programs.
9. Proven expertise in HIV/AIDS prevention, community-based social welfare initiatives, program design, implementation, and evaluation, with strong management and analytical skills essential for effective USG-supported HIV/AIDS programs. Demonstrated capability to monitor and oversee a health initiative and/or campaign.
10. Proven coordination skills, including balancing competing priorities in a fast-paced working environment and working under pressure to meet project or event deadlines.
11. Strong management and analytical skills required to strategize, develop, and implement effective USG-supported HIV/AIDS programs.
12. Demonstrated interpersonal communication and team building skills: must have the ability to engage effectively with others in a multi-cultural team environment.
13. Strong written and verbal skills and ability to communicate both routine and highly complex technical information clearly and effectively to both technical and non-technical colleagues, including via project briefings, reports, and other communications.
14. Proficient in qualitative and quantitative data presentation, including Excel, PowerPoint, Word, and strong computer skills for analysis, documentation, report-writing, and presentation.
15. Ability to travel up to 20% of time, primarily in Zambia.
