Job Description

Job Title: Human Resource Manager

Reports To: The Vice-Chancellor

Main Purpose of the Job- (Job Summary)

  • Developing, directing, coordinating and administering Human Resources plans, procedures and strategies that relates to the University personnel and aligned to the University overall strategic plan.
  • Planning, organizing and controlling the activities and actions of the HR department.
  • Contributing to the development of HR department goals, objectives, and systems in line with UoK’s vision, mission, and objectives.
  • Bridging management and employee relations by addressing demands, grievances or other issues.

Main Responsibilities

  • Implementing and revising the University’s HR policies and procedures such as recruitment and selection, induction, probation, promotion, remuneration, benefit, compensation plan, leave, staff development, performance management, labour relations, and disciplinary policy and procedures among others.
  • Developing and maintaining staff retention strategy.
  • Conducting Job analysis and managing recruitment and selection process.
  • Developing, analyzing and coordinating the University’s performance management and performance appraisal system.
  • Maintaining and reviewing the University HR manual on policies and procedures.
  • Conducting new employee orientation and employee relations counseling.
  • Coordinating exit interviews.
  • Conducting employees’ background check-up and maintaining personnel records.
  • Maintaining and updating the University directory and other organizational charts.
  • Ensure legal and Rwandan labour law compliance throughout HR management.
  • Nurture a positive working environment.
  • Report to the University management and provide decision support through HR metrics
  • Recommending new policies, approaches and procedures.
  • Participating in administrative and management meetings.

  • Maintaining high job satisfaction that leads to staff retention and quality service.

Job Specifications

Academic/Professional Qualifications;

  • Master’s Degree in Business Administration (HRM option)
  • A member of HR specialist association
  • At least five (5) years of relevant experience in handling affairs of the organizational employees.
  • Must submit a proven working experience as HR manager or other HR executive.

  • Knowledge of HR systems and databases.
