JOB DETAILS:
1. Introduction
Centre for Environment Justice (CEJ) is an outstanding institution with its own unique identity and a proud distinct history in Zambia. CEJ is a non-governmental organization established in 2010 whose mandate is to create platforms and processes that promote environmental justice for most vulnerable people in society. Anchored on this mandate, CEJ fosters access to quality and accurate information on environmental protection, extractive industries, sustainable energy, climate change, water security and agriculture with the ultimate aim of enhancing accountability for better decision making and sustainable development as well as a support safe and adaptive environment as basic fundamental human rights to having a better and prosperous livelihood.

2. Scope Of Work
This is a key role within Centre for Environment Justice’s programmes department. The Head of programmes will be responsible for leading annual work plan setting in line with active projects and the Strategic Plan, supervise and monitor project implementation under the programmes department, lead fundraising for the strategic plan, creating sustainable relationships with key funders and cooperating partners, overseeing the quality and delivery of activity/project reports. The Head of Programmes will also provide technical advisory and strategic policy support to the Executive Director and Head of Research with focus on mineral resource governance, mineral-focused trade and economic policies, and key issues surrounding critical minerals and energy transition.

2.1. Duties and Responsibilities
Technical Advisory and Strategic policy support
-Leading the development of key publications on mineral resource governance, mineral-focused trade and economic policies, and key issues surrounding critical minerals and energy transition.
-Support research department with conceptualising and conducting research and studies related to mineral resource governance; legal, regulatory and policies across mineral exploration, exploitation, and beneficial value chains.
-Identify Policy Advocacy platforms and opportunities that CEJ can participate in or partner with.

Programme Development and Management
-Preparing programmes and project proposals, and providing project and programme management support.
-Leading annual work plan setting in line with active projects and Strategic Plan.
-Supervise and monitor project implementation under the programmes department.
-Ensure that the projects setup and planning inputs, processes and deliverables are completed at the time set and within the set quality and standards.
-Supervise, coordinate and ensure that all programme staffs under the programme department are fulfilling their tasks and deliverables as per contract agreement with CEJ.
-Ensure CEJ’s programme activities are grounded, strongly inter linked, and consolidated at the national level.
Programme Reporting and Information Sharing
-Coordinate the effective implementation and reporting of programme staff work plans and activities.
-Ensure that project staffs prepare and submit activity reports for every activity implemented.
-Prepare project quarterly reports for the programmes department and coordinate preparations of the organisation annual report.

Resource mobilisation
-Creating sustainable relationships with key funders and cooperating partners.
-Prepare and present resource mobilization proposals to targeted donors and partners that would enable implementation of the Strategic Plan of the Centre for Environment Justice.

3. Required Qualifications, Skills And Experience
Minimum Academic Qualifications:
-A Master’s degree in Mineral resources, Natural resource governance or other relevant field from a recognised institution.
-Specialization in project management, sustainable development/policies is an advantage.

Minimum years of relevant experience
-Four (4) years of experience, including at least two (2) years of supervisory experience as a project or programme manager in implementing natural resource governance programmes, or providing technical and policy advice in environmental policy and governance.
-Prior experience of working in Civil society or non-governmental organisations.
-Demonstrated track record and experience in research and preparation of reports and publications within the theme of extractives, resource governance, economic policies and environmental policies.
-Demonstrated experience in conducting dialogue with senior level government partners and other stakeholders.
-Demonstrated experience in stakeholder engagement and community involvement in extractive industries.
-Demonstrated experience in mainstreaming gender in policy.
-Candidate must not have criminal record.

4. Competences and Personal Values
-Microsoft Knowledge: Strong working knowledge of Microsoft (Full package).

-Communication skills: Demonstrate excellent written and oral communication skills. Ability to communicate technical concepts and information to non-technical audiences.

-Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.
-Treats all people fairly without favoritism.

• Commitment to represent and promote CEJ vision and mandate.
• Must be able to manage and prioritise multiple tasks.
• Ready for frequent travels to the project sites
