EPRN therefore responds to economic policy gaps created mainly by lack of quality and informative research and the challenge of human capacity in terms of limited numbers of economic researchers and active involvement.
Membership is open to researchers, academicians, policy makers in the government institutions, private sector members and development partners.

Description of EPRN
The Economic Policy Research Network (EPRN) is an equal opportunity economic policy research platform in Rwanda bringing together key economic management institutions, individuals and organizations active in economic policy research and analysis to create a pool community for economic policy researchers through organizing trainings on qualitative and quantitative research methods and analysis, research coaching and mentorship, joint research projects to support provide evidence for economic policy formulation and implementation. EPRN therefore responds to economic policy gaps created mainly by lack of quality and informative research and the challenge of human capacity in terms of limited numbers of economic researchers and active involvement.


EPRN is a local Non-Governmental Organization (Registration No 240/RGB/NGO/2017).
Mission and activities
The organization’s mission is to contribute to the development of economic policy research and the capacity strengthening in economic policy in Rwanda and beyond.


To achieve this mission, the organization will:

  • Create networking opportunities and a pool community of policy analysts, researchers and other relevant stakeholders in the economic field;
  • Carry out high quality research and disseminate findings to inform economic policy making in Rwanda;
  • Produce policy briefs to support economic policy formulation;
  • Strengthen capacity building in the field of economic research and analysis;
  • Mobilize resources to support activities of the organization (through commissioned research and consultancies)

Scope of work

  • In close collaboration with the coordinator, ascertain research and consultancy work at EPRN is well coordinated
  • To design, lead and deliver research programmes, consultancy assignments, projects and policy briefs that contribute to meeting EPRN's core objectives
  • To assess and build EPRN internal capacities in line with undertaking high quality research and consultancy work
  •  To provide leadership in research project management: developing sustainable means to ensure that EPRN's research is quality assured, submitted to rigorous deadlines, and that budgets are properly designed and managed
  • To develop (and train EPRN staff and interested members to develop) technical and financial proposals whenever EPRN needs to submit bids for open tenders (research consultancies, studies,…)
  • To contribute to building the public profile of EPRN by creating opportunities to participate in various forms of dialogue with public, not-for-profit, private and donor stakeholders and by public speaking and contributing to print and broadcast media
  • Improve and facilitate the implementation of the EPRN Research and Consultancy Policy
    Expected Output/Deliverables
  • EPRN own-research and commissioned research are executed with high quality and within established time flames (in line with the EPRN Research and Consultancy Policy)
  •  Monthly Report highlighting the work done in line with bidding for tenders, coordinating research, etc.
  •  EPRN competing to key research call for proposals and tenders and at least gets 2 donor-partners and 3 non-donor partners
  • Mobilize at least 50,000 USD from consultancy and/or research during the first six months and 50,000 USD for the remaining 6 months. 20% of the generated revenues goes to EPRN as overhead.

Competencies required

  • Highly motivated research professional, with a PhD in Economics or its equivalent from a top-tier university,
  • At least 5 years of relevant research and consultancy experience
  • Proven experience in applying and winning consultancies in areas of research, studies and alike
  • Proven experience in developing and success in research grant proposals
  • Strong and demonstrable research administration and budget management skills and the willingness to transfer those skills to others
  •  Leadership track record with experience of managing people, mentoring and skills transfer within a multi-disciplinary research environment
  • Fluency in English is essential, working knowledge of French and/or Kinyarwanda is an added advantage
  • Highly numerate, with strong skills in micro-economic and statistical analysis, with expertise in statistical software (e.g. STATA, E-Views, SPSS, etc.) is very desirable
  • Proficiency in Microsoft Office (Word, Excel, Power Point, Outlook)

    Duration
    The initial period for this assignment is for one year renewable upon performance and availability of funds.
