Health Labour Market Analysis and Health Workforce Investment Planning in Zambia Consultant tender at World Health Organisation

1.    PURPOSE AND OBJECTIVES OF THE ASSIGNMENT

The purpose of this assignment is to work with a multi-sectoral and multi-partner technical team to collect and analyze data using health labour market approach to develop a costed HWF policy and operational strategies with investment plan that will be signed by stakeholders and partners as an HRH sustainable investment compact.

The objective is:

i. Facilitate the evaluation of the current HRH Strategic Plan of Zambia

ii. Support data collection, analysis and development of report of a Health Labour Market Analysis (HLMA).

iii. Support technical, policy and investment dialogues based on the evidence produced to build consensus on HWF investment priorities in the country.

iv. Develop a costed operational and investment plan for HWF to be developed as a compact.

v. Support in technical and policy engagements and negotiations between relevant stakeholders for endorsement of the sustainable investment plan.

2. SCOPE OF WORK/MAIN TASKS

The consultant(s) under the guidance of WHO technical staff will support and/or undertake the following tasks:

i. Support in the stakeholder analysis and lead in producing a brief report.

ii. Stakeholder interviews and data mining (based on the agreed roadmap) to evaluate the current HRH strategic plan of Zambia and produce the evaluation report.

iii. Participate in the HLMA methodology workshop and lead in the data collection, analysis and writing of the health labour market analysis (HLMA) report. With guidance from WHO technical experts, the consultant will handle finalization of the HLMA report after the National Technical Task Team (NTTT) have contributed to produce the zero-draft.

iv. Integrate the HRH strategic plan evaluation report with the HLMA report into one body of evidence on HRH for technical, policy and investment dialogues.

v. Support WHO’s team in the technical, policy and investment dialogues based on the evidence produced to build consensus on HWF investment priorities in the country.

vi. Develop a costed operational and investment plan for HWF to be developed as a compact.

vii. Support in technical and policy engagements and negotiations between relevant stakeholders for endorsement of the sustainable investment plan.

3. KEY DELIVERABLES

At various stages of the assignment, the consultant shall deliver the following:

Key output 1: Shareholders analysis and mapping of their current or planned actions in relations to the HWF thematic areas.

Key output 2: A brief report on the evaluation of the implementation of the current HRH strategic plan and stakeholder perspectives of the HRH situation (25 pages maximum plus annexures).

Key output 3: Compressive HLMA report with recommendations and investment case, integrated with the report of the stakeholder perspectives and review of current/outgoing HRH strategic plan.

Key output 4: Consensus built on the recommendations, strategic priorities, and priority investment areas.

Key output 5: HRH Strategic plan with costed implementation plan and M&E framework.

Key output 6: Zambia HRH Investment Compact agreed and signed by all partners.

4. DURATION OF THE ASSIGNMENT

The assignment is expected to be completed within 2.5 months (75 days) period and all deliverables submitted to WHO and MOH not later than 31st December 2023.

5. REQUIREMENTS AND QUALIFICATION

The suitable candidate should meet the following requirements:

Educational: Postgraduate degree (at least master’s) in Health Planning, Health Economics (with focus on Health Workforce), Public Health, Health Sciences, Human Resources for Health, or a closely related field of study.
Experience: A minimum of 10 years’ experience in Human Resources for Health Analysis, Policy and Planning at the National and International level. Experience in conducting Health Labour Market Analysis (HLMA) or National Level HRH analysis to inform national polices and strategies is essential.

Skills and knowledge requirements:

Essential: Knowledge of tools for health workforce analysis

Quantitative data analysis using appropriate statistical software is essential.

Excellent report writing skills, evidenced by a recent academic publication(s), similar technical reports on HRH.

Knowledge of Human Resource Management is an added advantage.

Desirable: Excellent interpersonal relationships with good negotiation skills.

Excellent facilitation and team-building skills.

6. REMUNERATION

The consultant rate will be dependent on the successful candidates qualifications and relevant experience. The UN consultants rate will apply once the above is determined

7. DURATION

The assignment is expected to be completed within 2.5 months (75 days) period and all deliverables submitted to WHO and MOH not later than 31st December 2023.

8. LOCATION

The consultant will be required to work offsite.

9. MONITORING AND EVALUATION

The performance of the Consultant will be monitored through regular briefing meetings and reports.  The Consultant will submit summary highlight on progress weekly and relevant drafts every two weeks or as demanded.
