The Tobacco Board of Zambia is a statutory body established under the Tobacco Act No. 10 of 2022 responsible for promoting, regulating and monitoring the tobacco industry in Zambia. We are dedicated to ensuring the sustainable growth and development of the tobacco sub sector, which plays a crucial role in the country's economy. As we continue to expand and evolve, we are looking for a dynamic and experienced Human Resource and Administration Manager to head the Human Resource and Administration Department and join our team and contribute to our vision.
Job Description:
We are seeking a skilled and knowledgeable Human Resource and Administration Manager to lead and oversee all aspects of our Human Resource function. The ideal candidate will be responsible for developing and implementing Human Resource policies and procedures, managing recruitment and selection processes, and fostering a positive work culture. This role requires an individual who can effectively communicate with all levels of employees, ensure compliance with Zambian labor laws, and contribute to the overall success of our organization.
Main Duties and Responsibilities
• Develop, implement, and manage Human Resource policies and procedures in line with the organization's goals and values and recommend changes as necessary.
• Identification of staff vacancies and facilitates the recruitment and selection of applicants
• Lead the recruitment and selection process, including conducting interviews, and onboarding new employees.
• Oversee employee relations, including conflict resolution, disciplinary actions, and performance management.
• Analyzing, modifying and administering employee compensation and benefits programs to ensure employee satisfaction, competitiveness and faimess.
• Implement strategic action plans pertaining to training and development working closely with line management to ensure that staff training noods and actual training supports the organization needs.
• Ensure compliance with labor laws, regulations, and ethical standards.
• Manage employee records and ensure that information is easily accessible and retrieved when needed
• Execution of health and safety programmes for employees
• Monitor and evaluate HR metrics to assess the effectiveness of Human Resource initiatives.
• Devise and implement a sound disciplinary code of conduct in the organization in order to improve the behavior and performance of the workforce
• Promote a positive work culture that values diversity and inclusion.
• Provide updates on human resources matters prepared and submitted to Management and the Board according to prescribed requirements
• Oversee the transport, security services and provide administrative support to the Board.
Job Specifications
Education- minimum qualifications
• Grade 12 School Certificate with 5 O' levels
• Bachelor's degree in Human Resource Management, Public Administration or another related field
• Masters' degree in Human Resource Management will be an added advantage Membership to the Zambia Institute of Human Resource Management
• Experience and required skills
• Atleast 5 years and above in a Senior Management and or Human Resource leadership role in a reputable institution.
• Hands on practical working knowledge of labor law, industrial relations, employment legislation and employment practices
• High level of integrity and discretion
• Excellent communication, interpersonal, and conflict resolution skills.
• Strong organizational and decision-making abilities.
• Proficient in HR software and Microsoft Office Suite.
