Background and Justification
The EITA SAP 2 Programme is centred on three -programmes Outomes: Program Outcome 1: Rights Holders (RHs), are promoting and influencing practices and policies for Gender Equity and Equality (GEE), Programme 2 Rights Holders (men, women, youth), are holding duty bearers accountable and demanding for equitable access and distribution of national resources and Programme 3 targeted duty bearers are ensuring social and environmental accountability in the management and exploitation of natural resources. Due emphasis is given to mainstreaming crosscutting principles and strategies, including but not limited to, gender equality, a human rights based approach to programming, advocacy, communication for development, and capacity development.
EITA therefore seeks to engage a consultant to develop an Advocacy Strategy and Implementation Plan, 2019 – 2022 for SAP 2 project under the Programme Outcome Programme 2 Rights Holders (men, women, youth), are holding duty bearers accountable and demanding for equitable access and distribution of national resources. In addition, the
consultant is also expected to develop a Community Action Plan on Local Content,Human Rights and Business Practices being implemented under the auspices of the Diakonia SIDA funded SAP 2 project’.
The document and Tool will guide EITA work in promoting and raising awareness on its work in Kalumbila while also creating support and understanding of the Organization’s work among key stakeholders. They consultant will also guide the office efforts to reinforce partnerships and develop new alliances to mobilize and leverage resources for Human Rights and Business Practices in line with the overall EITA Strategic Plan.
Scope of Work
Under the supervision of the Natioanl Coordinatort, the consultant will contribute to the strengthening of EITA strategic partnerships in order to leverage better results and mobilize resources for marginalized mining host communities more especially children and women.
TERMS AND CONDITIONS
• The consultant will provide own lap-top and cell-phone.
• EITA will facilitate transport to project sites as might be required during the undertaking of this assignment.
• Incumbent will be provided with working space
• The consultant will be provided with a daily subsistence allowance in the implementation of the Assignment
• The EITA will also cater for the consultant’s access to EITA members and partners working on the same issues
• Incumbent will work closely with the Program Manager under the supervision of the National Coordinator
• All materials designed and used during the consultancy shall remain the property of EITA.
• Payment will be made upon satisfactory delivery of the deliverables and only after the approval of the deliverables by EITA project team and a Representative from Diakonia.
• Consultant should be immediately available to work on this project for the duration of the consultancy..
The tasks include:
• Working in tandem with the SAP Project team to develop an, Advocacy Strategy and Implementation Plan on Human Rights and Business Patctices 2019-2022 in line with Strengthed Accountability Project Outcomes and Objectives;
• Work in tandem with the SAP Team, targeted Local Authority and line Government Ministries to develop and implement a Community driven Advocacy Strategy on Human Rights and Business Practices
• Collect, document and disseminate programming experience and best practices for dissemination to key stakeholders using different multimedia approaches;
• Collect and Write human interest stories and edit texts for enhanced partnerships and resource mobilization

• Strengthen Human Rights and Business Practices on-line presence (facebook, twitter etc)
• Develop infor-graphics and tools (such Power-Point Presentations) for reporting Local Content ,Human Rights and Business programme activities to key partners such as Policy Makers and donors;
• Conduct training of EITA staff to improve understanding of advocacy approaches and enhance their skills on preparing evidence based advocacy activities using various multi-media platforms (i.e. Power Point Presentations and pro-active Community Driven Advocacy).
• TIME FRAME
• The consultancy will begin on 13th May, 2019 and will end not later than 17th May, 2019. The Consultant will spend all the days in Lusaka at the EITA secretariat in conjunction with EITA. The Consultant will receive technical and logistical support from the EITA (i.e. working space, access to email, internet, etc).
REQUIRED SKILLS AND QUALIFICATIONS
• Over 5 years’ experience in the area of communication, fundraising and policy advocacy
• Advanced University Degree in Social Sciences /Journalism/ Communication or related field.
• Proven experience in designing communication strategies as well as development of communication tools for fundraising and advocacy.
• Prior contacts and demonstrated experience supporting partnerships and/or resource mobilization skills within the Donor systems or with other civil society organizations. is an advantage;
• Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization;
• Deadline driven with focus on results
• Advance MS office skills
• Adept at the use of office communication skills
• Excellent oral and writing skills
