JOB DETAILS:
Job Purpose
The I.T Officer is required to carry out hub IT support and maintenance duties at provincial level. He or she will be responsible for systems deployment, maintenance and support and will carry out routine maintenance of smartcare systems in the province. He or she will interface with Provincial Health Office and Partner staff and work closely with them to ensure optimum support for SmartCare and related systems.

Academic & Educational Qualification
• Bachelor’s Degree in Computer Science or Similar
• Professional I.T Certifications is an added advantage
• Full Grade 12 Certificate

Knowledge and Experience
• Working knowledge of SmartCare application
• Good knowledge and understanding of IT user support and networking.
• Good knowledge and experience supporting users in the health sector.
• Knowledge of or experience installation of Local Area networks.
• Minimum of three (3) years’ working experience supporting and troubleshooting smartcare.

• Ability to handle sensitive issues of a confidential nature with tact and professionalism.

Key Result Areas (Major Duties and Responsibilities)
• Oversees and participates in SmartCare deployment activities which include but not limited to Assessments, LAN Cabling, computer devices and network equipment installation at target health health facilities. The IT officer may be asked to participate in MOH and IP supported deployments in their region.
• Support new SmartCare installations and updates or patches thereof as needed and provide feedback to development teams of any bugs that may be observed.
• Provide IT support to MOH staff and implementing partner staff through issue resolution both on-site and remotely.
• Work closely with MOH and Partner IT teams in the province to identify computer-user problems and coordinate to resolve them.
• The IT officer is responsible for all hub related operations and resources and works closely with PHO staff such as the PICTO to ensure optimum and sustainable support for SmartCare.
• The IT officer is expected to participate in key PHO activities such as Monday morning meetings.
• Provide first line support for all SmartCare network communication issues that arise at supported facilities and constantly monitor and troubleshoot APN and other SmartCare networks throughout the province.
• Periodically review and analyze user requirements, procedures, and problems to provide feedback for improving existing systems.
• Work closely with other teams to document network processes, procedures, problems and resolutions for future reference i.e. knowledgebase.
• Carry-out period preventative maintenance of all computers, network devices and power back-up systems in accordance with set targets i.e. TSS.
• Field test developed systems and support training teams conduct various training and instruction for system users.
• Ensure that disaster recovery procedures in place are adhered to for SmartCare and other key application. This includes regular TDB exports in the case of legacy SmartCare and antivirus updates.
• Document all support requests in the service desk system, resolving them in a timely fashion or escalating where necessary.
• Troubleshoot networks, systems, and applications physically or remotely to identify and correct malfunctions and other operational difficulties.
• Work closely with MOH provincial District and Partner IT support teams for cost effective and timely resolution of issues.
• Identify SmartCare champions at each facility and provide them with basic SmartCare and connectivity troubleshooting skills and escalation channels available for SmartCare support.
• Perform other assigned duties.
