IT Network Administrator
World Vision International (Rwanda) is a child-focused Christian humanitarian organization implementing development programs in 24 Districts of Rwanda.
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of IT Network Administrator. The position will be based in Kigali and reporting to the ICT Manager.
Purpose of the position:
IT Network Administrator is responsible for planning, designing, installation, configuration, upgrade, optimization and maintenance of IT network solutions and platforms.
The major responsibilities include:
Vendor Management

  • Ensure reliable and cost-effective means of connectivity for all WVR Offices by maintaining a consultative relationship with service providers.
  • Works with vendors to resolve network/telecommunications problems.
  • Assists in negotiation efforts for contracts with external vendors or individuals.
  • Ensures that external parties are adhering to contract requirements.
  • Evaluates services provided by vendors and recommends changes.
  • Evaluates vendor solutions to ensure compliance with requirements and cost-effectiveness.
  • Network/Telecom problems resolved quickly.
  • Contribution to the development of vendor contracts to ensure alignment to business needs.
  • Evaluation of vendor service to ensure compliance with requirements and agreed to service levels (SLAs).
  • Ensures invoices are accurate and discrepancies resolved, if required.
    Administration
  • Administer and use network management/monitoring tools to analyze traffic-trends, resources utilization.
  • Suggest measures for network efficiency maximization and provide recommendations to the IT Manager.
  • Plans and validates the installation, configuration, and maintenance of network architecture such as WAN and LAN.
  • Researches analyze and recommends the implementation of software or hardware changes to rectify any deficiencies or to enhance network performance.
  • Works with other technical staffs to ensure connectivity and compatibility between systems.
  • Certifies the functionality of telecommunications components and services.
  • Network/Telecom system hardware and software components meet the needs of the business and are maintained to provide the highest level of availability and performance of systems to users.
  • Software or hardware modifications implemented to resolve issues.
  • Network/Telecom upgrades and components meet the needs of the business.
  • High quality and effective monitoring/administration and security levels of Network/Telecom systems
    Telecoms & Security
  • Configure and maintain all telecommunication devices including but not limited to Switches, Routers, Access Points and PABX system.
  • Plans, updates and validates voice network configurations.
  • Coordinates the deployment of new telecommunications components and services with the client and support teams.
  • Certifies the functionality of telecommunications components and services.
  • Ensures capacity planning is performed according to specifications.
  • Develops and implements strategies to identify future client and technology bandwidth and capacity needs.
  • Telecom system hardware and software components meet the needs of the business.
  • Analysis and resolution of Telecom issues.
  • Development and implementation of strategies to address future client and technology bandwidth and capacity needs.
    Strategy
  • Scan developments in the IT industry, providing ideas for innovation.
  • Advices IT Manager on the acquisition of new Network/Telecom technologies and the deployment of existing ones.
  • Strategizes designs and manages the operation of the platform or project under Network/Telecom responsibilities which includes NO and ADPs platforms and projects.
  • Development of Network/Telecom strategy aligned with business and IT strategies.
  • Management of Network/Telecom operations for national platforms and projects.
  • Conducts technical research on network/telecommunications upgrades and components to determine feasibility, cost, time required, and compatibility with the current system.
    Policies, Procedures, and Standards
  • Develop and maintain comprehensive Network/Telecom documentation
  • Supports and helps establish systems environment standards.
  • Defines procedures for user access to systems environment.
  • Maintains system operating procedures and documentation.
  • Compliance to established policies, procedures and standards
    Customer Support
  • Act as a resource to the Help Desk to resolve issues in a timely manner.
  • Provides support for connectivity or related network/ communication issues for the user community.
  • Provides documentation, training, and guidance.
  • Provides responsive support for problems found during normal working hours.
  • Issues diagnosed and resolved with minimal disruption in service to users.
  • Troubleshoots diagnoses and resolves problems.
  • Documents problems and resolutions for future reference.
  • Resolves and consults on the most complex issues especially dealing with zero outage.
  • Issues diagnosed and resolved with minimal disruption in service to users.
    Project Planning
  • Conducts short- and long-term planning to meet business requirements.
  • Reviews network schematics, diagrams, and other program documentation to assist with the development and preparation of cost estimates.
  • Short- and long-term plans for Network/Telecom systems that meet business needs.
  • Contribution to cost estimate development.
    Business Continuity
  • Designs and develops a comprehensive disaster recovery plan for network equipment.
  • Assists in the development of disaster recovery plans with service providers and network carriers.
  • Ensures disaster recovery plan testing activities are performed and technical criteria are met.
  • Ensures readiness of enterprise-wide network /telecommunication plans.
    Qualifications: Education/Knowledge/Technical Skills and Experience
    The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
    Minimum Education Qualification:
  • Bachelor’s degree in Computer Science, Telecommunications, Information Systems, or other related fields
    Minimum experience required:
  • 3 – 4 years of relevant IT networking experience.
    CCNP or equivalent experience
    Technical skills and abilities:
  • Excellent working knowledge of WAN & LAN technologies.
  • Good working knowledge of Microsoft Windows Operating Systems configuration and administration
  • Excellent communication and interpersonal skills.
  • Excellent analytical, problem-solving and negotiation skills
  • Customer-focused. Must demonstrate a strong willingness to meet the customer’s needs while balancing the organization’s needs and priorities
  • Demonstrates eagerness and aptitude for acquiring the necessary technical knowledge, skills, and judgment to accomplish a result or to serve a client's needs effectively
  • Excellent time-management skills. Able and willing to meet deadlines.
  • Ability to work in, and contribute to, team building environment
  • Must be willing to travel to various locations in Rwanda.
  • Must be able to speak, understand and write fluent English
