1. The Zambezi River Authority ("the Authority") has received financing from
the African Development Bank ("AfDB"), the Swedish Government and the World Bank's International Development Associations ("IDA") towards the cost of the Kariba Dam Rehabilitation Project and intends to apply part of the proceeds for the employment of an Individual Consultant (including one that may be provided by a consultant firm) for provision of Gender Based Violence Mapping Services

2. The Authority was established as a body corporate on 19 October 1987 by parallel legislation in the Parliaments of Zambia and Zimbabwe following the reconstitution of the Central African Power Corporation under the Zambezi River Authority Acts (Act no. 17 and 19 respectively). The Authority is jointly owned by the Governments of Zambia and Zimbabwe ("the Contracting States) in equal proportions and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba in Zimbabwe and Kazungula to Luangwa in Zambia) which forms a common border between
the two Contracting States.

3. The Authority is implementing the Kariba Dam Rehabilitation Project ("KDRP) which constitutes rehabilitation of the plunge pool and the spillway of the Kariba Dam, located on the border of Zambia and Zimbabwe. The KDRP is envisaged to run for a period of seven (7) years from 2017 to 2023. As of August 2020, the Plunge Pool component of the KDRP had a total employee compliment of two hundred and thirty (230). With the commencement of the Spillway component of the KDRP during the 4 quarter of 2020, the combined employee complement increased to 345 as of March 2021.

4. The Environmental and Social Impact Assessment (ESIA") and Gender Based Violence ("GBV) Assessment conducted in 2016 and 2019 respectively ranked KDRP as a medium GBV risk Project. According to these assessments, there is a likelihood that the KDRP might change local power dynamics on the Project site and in the areas of influence Altering power dynamics has propensity to contribute to increase of GBV risks, some of which include the following: GBV, Sexual Exploitation and Abuse (SEA), Sexual Harassment ("SH") and illicit sexual relations with minors from the local communities to name but a few

In responding to potential GBV risks highlighted above, the KDRP is implementing social safeguard measures in the Environmental and Social Management Plan ("ESMP) including the Project specific GBV Action Plan. In addition, the Project established a Grievance Redress Mechanism ("GRM") for capturing among other concerns GBV, SEASH complaints. It is expected that the KDRP will develop referral pathways where potential GBV survivors could access appropriate GBV support services

It is against this background that the KDRP is calling for Expressions of Interest ("EOI") from interested and qualified individuals to undertake the GBV Mapping services in the Siavonga and Kariba districts of Zambia and Zimbabwe respectively

5. The Scope of Work.

The Individual Consultant engaged for GBV Mapping services will be expected to undertake the following key tasks

• Carry out a desk review of Project related documentation to obtain an understanding of the nature of the Project and its potential GBV risk factors. The desk review includes Project documents, Updated ESIA and ESMP, GBV action plan, GRM guidelines, GBV assessment report, as well as other relevant materials
• Conduct in-depth interviews with stakeholders in Siavonga and Kariba such as Project staff, GRM operators, Project supervisor and Contractor Community-based and Non-Governmental Organisations, Health Facilities Operators, Police Services (particularly Victim Support Unit in Zambia and Victim Friendly Unit in Zimbabwe). Traditional and Community Leaders among other relevant stakeholders.
• Conduct a series of age appropriate and community level consultations with women, men, boys and girls as potential beneficiaries of GBV services to understand key barriers in accessing services (including community perceptions of and attitudes towards GBV).
• Map existing GBV prevention and response services
• Assess the availability, accessibility and affordability of GBV prevention and response services in line with the minimum package of services articulated in Zambian and Zimbabwean policy instruments on GBV and standard operating procedures (where available): The services to be assessed include survivor centered healthcare, mental health and psychosocial support safety and security, justice, legal aid, socio-economic empowerment safe house and shelter and effective referral among other applicable service including clarifying interface between GBV support services (health and justice, and social mental health support services for survivors)
• Identify best practices on GBV prevention and referral pathways that could be replicated/implemented at KDRP.
• Prepare a preliminary report to be presented to the Authority
• Participate in validation Meetings at KDRP
• Synthesize findings and prepare a draft GBV mapping report
• Present draft GBV mapping report to KDRP
• Prepare final mapping report attending to feedback received on the draft report

6. Expected Deliverables for the Consultant.

The Consultant for this assignment will be expected to achieve the following key deliverables:

Submit Inception report detailing Consultant's appreciation of the scope of the assignment, mapping methodology, tools, work plan and budget
Presentation of preliminary report to the Authority
Present draft electronic copy report to KDRP with the following sections but not limited to a) identified local GBV service providers and nature of GBV services provided b) referral pathways for respective service providers, c) potential barriers to access services d) directory of GBV service providers in Zambia and Zimbabwe e) conclusions andf) recommendations Prepare final report based on feedback received on the draft report

7. Required qualifications and experience of Individual Consultant
7.1 Academic/Professional Qualifications
• Minimum of bachelor's degree in any of the following: Gender Studies,
• Development Studies, Community Development, or Social Science,
• Relevant Postgraduate in Gender Studies, Public Health, Development Studies, Community Development.
• Recognized postgraduate training in GBV a distinct advantage
• Familiarity with World Bank standards applicable to the assignment is an added advantage
• Membership of a relevant professional body

7.2 Minimum Experience
• At least 12 years’ hands-on experience in GBV and SEAISH programming
• particularly in remote areas is a must
• Evidence of experience in GBV, SEASH and assessment of gender-based risk in infrastructure projects is an added advantage or any related assignment of similar nature.
• Evidence of experience in participatory methodologies, gender analysis and Survival-Centered approach.
• Expertise in community mobilization and development. Demonstrable experience in quantitative and qualitative data collection and
• analysis
• Excellent presentation and writing skills.
• Fluency in vernacular languages of the host communities is an added advantage.
• Good understanding of the legal framework, policies and standards related to GBV, SEA and SH in Zambia and Zimbabwe.

8. Time frame:
