The African Center for Economic Transformation (ACET) has received a grant from the [International Bank for Reconstruction and Development (IBRD) /International Development Association (IDA), and intends to apply part of the proceeds of this grant to payments under the contract for services of an individual consultant to support the Zambia CETO

Background of Assignment

ACET uses its growth with DEPTH framework for research and policy advice, with sector focus in economic management and governance, youth employment and skills, private sector development, regional integration, and gender equality.  The CETOs, an offshoot of ACET’S flagship African Transformation Index Study , is part of ACET’s implementation of the “Think Africa Partnership: supporting national COVID-19 recovery strategies program.

The CETOs aim to help deepen economic transformation agenda at the country level by conducting a comprehensive diagnostic of a country’s transformation progress and challenges and offering country-specific policy advice to public and non-public actors. Thus, the CETOs engage country governments, national think tanks and other relevant key stakeholders to create continuity in policy dialogue and effective uptake in national development plans. ACET is currently looking for a Transformation Fellow to support a Country Economic Transformation Outlook (CETO) Research Study in Zambia. The successful candidate will be placed at the Zambia Institute for Policy Analysis and Research (ZIPAR). The overarching target is to foster peer learning through the establishment of a community of practice for economic transformation and cross-pollination of lessons learned and experiences gained.

The objective of the Transformation Fellow position is to support ACET’s Country Economic Transformation Outlook (CETO) research study in Zambia, in collaboration with the Zambia Institute for Policy Analysis and Research (ZIPAR). The Transformation Fellow will play an integral role in conducting a thorough diagnostic assessment of Zambia’s economic transformation progress and challenges. This includes offering tailored policy guidance specific to the country and nurturing continuous policy dialogues among essential stakeholders.

The Consultancy Assignment

The Transformation Fellow (TF) will serve as ACET’s focal person in support of the Zambian CETO and will assist with the implementation of the CETO. Specific tasks will include research & analyses, publications and reports and peer learning partnerships. The duration is for a year with a possibility of a further extension for another year.

Education and Experience

  • Advanced degree (Masters, MPhil or PhD) in Economics, International Trade, International Development or other related field
  • A minimum of three (3) years of relevant and broad professional experience
  • Relevant professional experience in managing/coordinating complex programs with multiple partners.
  • Proven experience in coordinating across organizations, including at senior levels
  • Demonstrable understanding of international organizations, such as the World Bank, IMF, OECD, AfDB, etc.
  • Locally based in Zambia

Intellectually curious, innovative and the ability to work in a constantly evolving environment Strong, analytical, and problem-solving skills.
Strong technical and quantitative skills, knowledge of statistical and econometric techniques and their use in economic analysis would be an advantage.
Excellent oral and written communication and presentation skills including the ability to tailor it to various audiences.
Ability to share technical knowledge and experience and to identify, analyze and disseminate best practices.
Good leadership abilities, strong Interpersonal skills and demonstrated track record of working in a team.
Good time management skills, excellent writing skills, ability to multi-task and to work under time pressure.
