JOB DETAILS:
PURPOSE
To contribute to compact development by planning, managing, and carrying out roads and related infrastructure design, construction and supervision of consultants/contractors, assist in identification and development of project concepts and proposals, working in close collaboration with other members of the development team to ensure that impediments to the advancement of agricultural sector are alleviated.
KEY RESPONSIBILITIES
To support the INFRASTRUCTURE DIRECTOR – ROAD AND RELATED INFRASTRUCTURE to undertake the following:
• Define, develop, and evaluate potential infrastructure projects to support an agriculture growth path that may be targeted to certain crops, Agro-processing activities, logistics and transportation, and potential export in one or more districts.
• Coordinate procurement activities related to infrastructure planning, design and construction works with an Interim Procurement Agent retained by MCC.
• Supervise the design, review and development of the preliminary infrastructure plans and designs, specifications and estimated costs, tender documents necessary for the contracts of improvement, expansion, rehabilitation and/or new construction of various road segments.
• Supervise various technical studies (i.e. geotechnical, Right-of Way, etc) that may be required in relation to the road development projects during the planning, design, and construction phases.
• Coordinate the development of the Terms of Reference (ToRs), Expressions of Interest (Eols), Prequalification, Request for Proposals (RFPs), evaluation of the proposals, preparation of Technical Evaluation Reports, the selection, the negotiation, award and mobilization of the Program/Project Manager, Construction Supervision and of the works contractors of the Roads Related Infrastructure.
• Review plans for and reports prepared by potential implementing entities, consultants retained by the Government of Zambia, including entities responsible for the project management, engineering design and supervision of construction.
• Develop quarterly progress reports based on the field visits as well as information provided by the implementing entities, the consultants in charge of the engineering design, supervision of construction, works contractors and Fiscal Agent, and others.
• Review project schedule, cost, and quality assurance/control activities as necessary.
• Carries out all other tasks and responsibilities required by the Infrastructure Director – Roads and Related Infrastructure.
QUALIFICATIONS
• Grade 12 School Certificate with a minimum of five (5) ‘O’ levels (credit or better)
• Bachelor’s Degree in Civil Engineering or related field, and
• A Master’s degree in a relevant technical field will be an added advantage.
EXPERIENCE
• At least Five (5) years of experience in planning, design of roads and related infrastructure, construction supervision, and management of transportation infrastructure projects.
• Working knowledge of relevant industry standards, specifications, regulations and policies (SATCC, National Transport Policy, Public Roads Act and related construction regulations)
• Member of the Engineering Institution of Zambia (EIZ), Registered to practice engineering in Zambia with the Engineers Registration Board (EngRB) with current practicing certificate.
• Past experience implementing donor-funded capital investments projects.
• Thorough knowledge of engineering management, construction processes and technical design.
• Experience with the standard terms of the Fédération Internationale Des Ingénieurs-Conseils (FIDIC) suit of contracts.
• Experience in applying relevant legislative and industry standards in relation to civil engineering design.
• Knowledge on the existing road system in Zambia including road development, construction, operations and maintenance of the national road system.
• Readiness to undertake regular field visits and to dialogue with various sector actors.
Competency in data processing (MS Excel, Word, Presentation Software, CAD and strong project management software applications).
RELATED OPPORTUNITIES
• The successful candidate may subsequently also be offered an opportunity for employment with the designated Accountable Entity for implementation of the five (5) year Compact, following the successful conclusion of the Compact development process and the signing of the Compact between the Government and MCC, subject to terms and conditions.
