Invitation for Expression of Interest to Engage Service Providers for Transportation Services on One Year Running Contract for Nitrogen Chemicals of Zambia Limited - NCZ/NCS003/2021

Background
Nitrogen Chemicals of Zambia (NCZ) Limited is a state-owned enterprise with the Government of the Republic of Zambia as its sole shareholder through the Industrial Development Corporation (IDC). The Company was established in 1967 to produce Ammonium Nitrate for further processing into explosives for the mining industry and for fertilizer use. Nitrogen Chemicals of Zambia has an installed capacity to produce the following as finished products available for sale, exclusive of volumes consumed internally as intermediate products:

NPK Compound Fertilizers   142,300 MT/Year

Ammonium Nitrate   139,000 MT/Year

Nitric Acid   120,000 MT/Year

NCZ produces and distributes the products throughout the country on the open market.

Objective of the Assignment

The overall objective of the service providers is to provide transportation of Fertilizers Basal and Top Dressing; from the NCZ Factory in Kafue, to various outlets and sales centres throughout the Country on a call-off basis.

Scope of Service
The selected service providers shall provide vehicles and drivers with requisite experience, qualifications, and other resources required for the transportation services on behalf of NCZ.

Interested and eligible firms must provide information demonstrating amongst others that they have the necessary qualifications, capability, experience, resources, to undertake this assignment.

Eligibility and Requirements
Evaluation Criteria

A. Mandatory Criteria
1. Certificate of Incorporation/Registration;
2. PACRA Computer printout;
3. Valid Tax Clearance certificate;
4. Firm's certification by relevant professional bodies; and
5. Detailed Company Profile.

B. Technical Criteria
1. The firm must demonstrate five (5) years of experience in transportation (10 marks);
2. Proof and description of equipment that will be used in the assignment (10 marks);
3. Demonstrate financial strength by attaching audited accounts for the last three (3) years (10 marks);
4. The Company should give evidence of working as a full-time service provider with at least one (1) Government agency/Private sector/Donor agencies. (15 marks);
5. The firm must demonstrate experience and capacity to handle crisis situations (10 marks);
6. The firm must demonstrate Specific experience related to the Assignment (Some indication of the magnitude, diversity and complexity of assignments undertaken in the recent past four 4 years) (25 marks);
7. The firm must demonstrate that its staff complement has capacity to carry out the assignment for (10 marks);
8. The firm's General Organisational Chart to execute the assignments, the Name, Position and Curriculum Vitae of key personnel (10 marks).
9. The Minimum score is 80%. Such information may include brochures, Availability of staff skills, resources and equipment to carry out the assignment, References, details of past similar assignments as a Service Provider

Submission Procedure

Completed Expression of Interest (EOI) Documents must be submitted in two (2) printed copies (1 original and 1 copy) which should be enclosed in plain sealed envelopes, marked "INVITATION FOR EXPRESSION OF INTEREST TO ENGAGE SERVICE PROVIDERS FOR TRANSPORTATION SERVICES ON ONE YEAR RUNNING CONTRACT FOR NITROGEN CHEMICALS OF ZAMBIA LIMITED - NCZ/NCS-003/2021" and should be deposited in the tender box provided at the Nitrogen Chemicals of Zambia Limited Office, Plot No: Subdivision C of Stand 319 President Avenue, Industrial Site, Kafue Zambia and be addressed to the Procurement and Supplies Manager, Nitrogen Chemicals of Zambia Limited, Kafue, Zambia on or before 23rd September 2021 at 14.30hrs. The bids will be opened in the presence of bidders or their representatives who choose to attend.
NB: Only successful bidders will be invited to submit their proposals.
