About the Zambian Governance Foundation (ZGF)

ZGF’s mission is to strengthen local communities and civil society’s capacities to unlock and utilize available and untapped resources for sustainable development. After building relationships with over 400 CSOs, ZGF ventured into working directly with communities to strengthen the community-led development approach as a way of reducing communities’ dependency syndrome from external support.
Through the #ShiftingThePower Programme, Zambia, ZGF aims to strengthen emerging CSOs and community groups so that they can act as powerful change agents for the community they serve to mobilise local resources and sustain their operations beyond external donor funding. Thus, ZGF seeks to challenge the status quo in philanthropy and development by fundamentally centering locally led, participatory, co-created, democratic, and distributed ways of working. We believe that by changing how things are done, we can create a more just, equitable, inclusive, and sustainable way of doing philanthropy and development. With the support of the service providers, ZGF will be able to strengthen CSOs and community groups so that they can better interrogate the traditional aid paradigm and influence them to integrate community-led and community philanthropy into their programmes and operations.

The objective for pre-qualification

ZGF’s role is providing support in terms of organisational strengthening and sustainability of locally led CSOs in Zambia so that they stay true to their missions and respond to the priorities of local people. Therefore, the objective of the prequalification is to identify potential service providers with relevant expertise and experience in supporting locally led CSOs and community groups to become more effective and sustainable and to better represent local community priorities.

Organisational strengthening areas or expertise

ZGF now invites reputable and eligible individuals to express interest in registering as service providers to support medium CSOs in Zambia for an initial period of 2 years. The table below highlights the key expertise needed.

  2. Organisational policy development and training (i.e safeguarding, gender, environmental, HR manual, Financial manual etc)
  3. Strategy or strategic plan development
  4. Leadership development

  8. Monitoring, evaluation and research
  9. Outcome harvesting
  10. Advocacy
  11. Evidence-based policy engagement/policy analysis
  12. Active citizenship
  13. Community-led development
  14. Community building and engagement/mobilisation
  15. Community facilitation techniques
  16. Community asset mapping
  17. Training for transformation
  18. Climate change and adaptation
  19. Environmental management or compliance/environmental mainstreaming
  20. Agroecology
  21. Climate financing
  22. Gender justice
  23. Financial management
  24. Project management and proposal writing
  25. Early childhood development
  26. Youth and disability inclusion training
  27. Organisational fundraising and resource mobilisation for sustainability
  28. Community financial asset building

Location of assignments
Location/workstation: Lusaka, Central, Southern and Eastern province. Note that the aforementioned provinces are the areas where our partners will be or are based. The allocation of service providers will be done at ZGF’s discretion.

Competencies

  1. Minimum of a degree in line with area of expertise
  2. Minimum of 10 years of experience of working with communities and/or CBOs and the civil society in Zambia
  3. Demonstrate experience in promoting participatory approaches to development and community-led development
  4. Ability to develop technical documents or training content and facilitate trainings
  5. Fluent in English, Nyanja, Bemba or Tonga will be an asset
