Description
Land administration reform specialist – Technical Assistance to Land Governance and Management Systems in Zambia
About the project
The contract will provide technical assistance to the Ministry of Lands and Natural Resources (MLNR) to strengthen land governance and management in Zambia. The technical assistance will support the MLNR in achieving the following outputs:
1. The legal framework is assessed to ensure equality and non-discrimination and matching the needs of different land stakeholders, including private sector.
2. The Land Management Information System is efficient and effective and the Geo-Information Infrastructure that captures disaggregated data is improved.
3. The number of land titles and occupancy licences issued is increased.
4. A decentralised land registry is developed.
Landell Mills has submitted an Expression of Interest (EOI) and is awaiting announcement of shortlist.
About the role
We are seeking to recruit a land administration specialist with experience in land administration reform and leading multi-disciplinary and international teams. The expert should have professional experience in Sub-Saharan Africa.
• Location: Zambia
• Expected commitment: Full time (48-month period for implementation of tasks. From 01/06/2022 to 01/06/2026)
• Funding agency: European Development Fund
Required expertise and experience
• Master’s degree in land related area (land law, survey, ICT, geography/sociology, HR/institutional development)
• At least 10-years of experience in design and implementation of land administration reform projects
• At least 5-years of experience as Team Leader leading multi-disciplinary and international teams
• Professional experience in Sub-Saharan Africa
• Experience in supporting land policy formulation and in the design and implementation of change management strategies to support policy implementation
• Experience in community and stakeholder engagement in land governance reform initiatives
• Experience in institutional strengthening activities in the land sector
• Experience in the application of land sector methodologies (VGGTs, LGAF, etc.)
