Land ICT Expert
About the project
The contract will provide technical assistance to the Ministry of Lands and Natural Resources (MLNR) to strengthen land governance and management in Zambia. The technical assistance will support the MLNR in achieving the following outputs:
1. The legal framework is assessed to ensure equality and non-discrimination and matching the needs of different land stakeholders, including private sector.
2. The Land Management Information System is efficient and effective and the Geo-Information Infrastructure that captures disaggregated data is improved.
3. The number of land titles and occupancy licences issued is increased.
4. A decentralised land registry is developed.

About the role
We are seeking to recruit a land ICT expert with experience using ICT systems to support property registration and developing strategies to improve these systems.
• Location: Zambia
• Expected commitment: Full time (48-month period for implementation of tasks. From 01/06/2022 to 01/06/2026)
• Funding agency: European Development Fund
Required expertise and experience
• Master’s degree in information technology (data modelling, database design, requirements engineering, data flow computing, software architecture, GIS, etc.)
• At least 10-years of international experience using ICT systems to support property registration
• Experience in Sub-Saharan Africa
• Experience in the specification of the functional and non-functional requirements for property registration and the procurement of property registration ICT systems and the integration of LIS
• Experience in the review of existing ICT systems for property registration and developing strategies to improve/replace ICT systems, assessing associated needs and requirements
• Experience in assessing geospatial data systems, and implementation of national spatial data infrastructure (NSDI)
• Experience working with local experts, engaging stakeholders, and performing capacity-building activities to strengthen the conceptualization and design of systems and data platforms
