Job Description
After successfully conducting a land titling pilot project in Lusaka Zambia, MLG has been engaged by Lusaka City Council to lead its land titling operations.
The Land Lawyer, Zambia will support MLG’s efforts in Zambia, expanding upon MLG’s earlier titling project. The Land Lawyer, Zambia will provide legal guidance on the current land registration process in Zambia, create recommendations on improvements to the existing legal and regulatory frameworks, support the creation of an adjudication process, and produce monthly updates to the MLG team and external key stakeholders. You should have substantial experience providing hands-on legal guidance on large-scale land governance projects. You must be action-oriented, detailed, and collaborative with strong communication skills. .

  Job Responsibilities:
• Provide expert guidance on the legal requirements of land registration in Zambia
• Identify legal, regulatory, and procedural changes needed for a streamlined, systematic, gender-sensitive, and affordable registration process. Provide monthly updates and reports on these changes
• Consult with relevant stakeholders from the Ministry of Lands and Natural Resources (MLNR), the LCC, the Ministry of Justice, the private sector and other stakeholders to gain clarity on existing laws and policies, and present recommendations for policy and legal changes
• Prepare recommendations on the establishment of an adjudication process and an adjudication committee
• Identify and report on ongoing land reform initiatives in Zambia undertaken by projects under the World Bank, USAID, UNHABITAT, etc.
• Communicate legal issues of high importance to legal professionals in the Government of Zambia
• Support drafting and adoption of regulatory or legal frameworks for the Ministries and LCC, as needed
• Advise the MLG Zambia team on strategies for sensitization and stakeholder engagement
• Provide backstopping on cases resulting from the dispute resolution system, as needed
• Identify ways to improve processes regarding land data to maximize public and private benefits from national land titling
• Perform other duties as required and assigned by manager and upper management
• Follow legal policies as directed

  Job Qualifications:
• Bachelor’s in Law (Master’s preferred)
• At least 5 years of relevant experience
• Experience working with LCC or the MLNR in systems of land administration is highly desired
• Excellent understanding of land tenure systems in Zambia
• Be well-organized, collaborative, and eloquent
• Fluency in spoken and written English
• Fluency in Nyanja and/or Bemba


  Job Education Requirements:
• Bachelor’s in Law (Master’s preferred)

• At least 5 years of relevant experience
