Overview
The Food Reserve Agency (FRA) is established under the Food Reserve Act No 6 of 2020 and is mandated among other functions to manage Zambia’s National Strategic Food Reserves. In order to enhance its capacity to effectively, efficiently and professionally manage its functions, it seeks to employ a highly motivated, result oriented, honest, and skilled personnel to fill one (1) vacant position of Legal Counsel/Agency Secretary to be based at Head Office in Lusaka.
Job title: Legal Counsel/Agency Secretary
Reporting directly to the Executive Director, he/she will be responsible for the corporate secretarial
affairs of the Board, to direct and control the provision of effective legal and Board Secretarial services to the Agency.
Core Responsibilities:
• Provide advice to the Executive Director and the Board on the legal implications of the Agency’s
operations and also to individual units on the evaluation and execution of contracts and agreements;
• Direct and supervise staff of the legal department to ensure that they are appropriately motivated and trained and that they carry out their responsibilities to the required standards;
• Negotiate, draft and implement agreements relating to the Agency work to ensure that they are in accordance with the established rules, laws and regulations;
• Review developments in corporate governance, facilitate induction of Board members into their role, advise and assist the Board with respect to duties and responsibilities;
• Represent the Agency at court hearings and tribunals to ensure that the Agency’s interests are
effectively safeguarded so that it carries out its legal obligations effectively;
• Develop and monitor an annual budget for the department to ensure that all financial targets
are met and appropriate financial controls are in place;
• Manage statutory compliances of the Agency;
• Monitor changes in relevant legislation and regulatory environment;
• Conduct Board secretarial duties;
• Represent the Agency at meetings with external bodies to ensure that the legal aspects of any
decisions are fully considered;
• Maintain an awareness of developments in the legal field which might affect the Agency and prepare reports on relevant matters for consideration by management;
• Prepare and issue notices of board meetings in consultation with the Chairperson;
• Custodian of Board minutes and resolutions; and
• Custodian of Agency Seal.
Competences/ (Candidates should address the following points as part of their application).
• Excellent communication skills;
• Highly developed negotiating and interpersonal skills;
• Managerial experience at Head of Department or Board Secretary level a must;
• Team-working skills working with different work teams, clients and groups of staff ; and
• Able to multitask and meticulous planner.
Qualifications:
The minimum qualifications therefore are as follows:
• A Bachelors degree in Law;
• Masters degree (added advantage);
• Advocate of the High Court and Supreme Court of Zambia with a minimum of 8 years post qualifying experience;
• Member of the Law Association of Zambia/Holder of current practicing certificate;
• Post Graduate Diploma in Company Secretarial (Added advantage); and
• Valid Driving Licence.
