JOB DETAILS:
I. Overview
The USAID Southern Africa Trade and Investment Hub engages with partners across the region to increase sustainable economic growth, global export competitiveness, and trade in targeted Southern African countries. It supports these objectives by increasing exports from Southern African countries to South Africa and the United States (under the African Growth and Opportunity Act [AGOA]), boosting capital and technology flows from South Africa to other Southern African countries, and providing targeted trade facilitation support to Zambia. The Hub works with market actors to identify and resolve enterprise constraints and to implement sustainable solutions through market-based trade and investment facilitation services. The Hub’s programming closely reflects the U.S. Government’s partnership with Southern African private enterprises, U.S. government agencies, Southern African Development Community (SADC) member states, local and regional trade associations, and other development partners. The Hub partners with the USAID Bilateral Missions through the Regional Mission in the successful delivery of its objectives.
II. Purpose of Activity
The Legal Expert will support the Zambian Sanitary and Phytosanitary (SPS) authorities with the domestication of the SPS Annex to the SADC Protocol on Trade. Zambia’s current laws governing SPS need to be reviewed or updated to align with the provisions of the SADC protocol. However, the review will only take place once the gaps have been identified. The Hub proposes to support the review and validation of legal texts. This will involve the actual drafting of provisions in SPS policies and legislation and the organization of seminars to support the consultation process. .

Job Responsibilities:
• Develop gap assessment methodology tool
• Conduct a gap assessment to outline the discrepancies between provisions provided by Zambia’s SPS policies/legislation and SADC
• Draw up a concrete road map in consultation with the National SPS Committee/SPS authorities on how to address the identified gaps in SPS policies/legislations in Zambia
• Make a presentation to stakeholders at a 1-day workshop to validate the gap assessment findingss

  Job Qualifications:
• Knowledge and working experience of common law system, legislative drafting, policy formulation and/or standards systems
• Master’s degree in Law or related field preferred
• More than 7 years as legal practitioner
• Experience working with USAID, governments and donor agencies
