JOB DETAILS:
ARC is looking for a qualified, self-driven and committed individual - in the position of M&E Officer, based full time at Head Office in Kigali.
Position is for a 6 months contract with possible extension depending on availability of funding.
PRIMARY PURPOSE
Key responsibilities:

  • Ensure all relevant data is captured on Gender-Based Violence- Information Management System (GBVMS)
  • Coordinate with other implementing agencies, project stakeholders to collect SGBV data;
  • Ensure accurate and timely data collection at output and outcome level and maintain updated database;
  • Conduct routine data quality audits and review the quality of collected data and the methods for data collection
  • In collaboration with the M&E lead at national level, design and implement surveys to inform assess the progress towards achieving the project intended outcomes;
  • Conduct data cleaning, analysis and develop quality reports
  • Ensure quality SGBV weekly reporting
  • Develop Indicator Tracking Tables (ITT) for grant projects and keep them updated to inform donor reporting
  • Liaise with relevant ARC staff to ensure regular and timely information flow
  • Share and discuss M&E findings and compiled data with relevant program staff to inform program activities.
  • In collaboration with the M&E lead at national level, develop project monitoring plan for new grant projects;
  • Monitor all project activities, progress towards achieving the project output.
  • Review monthly reports from sites/camps and red-flag data inconsistencies/inaccuracies to improve donor reporting
  •  In coordination with program staff and/or external consultants, participate in the implementation of surveys or studies and analyze results to inform project design and program implementation.
  • Assist in the design and development of monitoring and evaluation guidelines and tools in a participatory manner.
  • Document program progress including lessons learned and success stories.
  • Share learning from M&E process with the wider team;
  • Support in the development of proposals (particularly objectives, outputs, and indicators) and project targets as needed.
  • Build capacity of frontline staff on monitoring and evaluation

Minimum qualifications:

  • A minimum of Bachelor’s in project planning and management, information systems, monitoring, and evaluation or in a closely related field.
  • Minimum three (3) years’ direct experience in humanitarian or development programs’ design, monitoring, evaluation and learning
  • Conversant and able to design, develop and guide implement project strategic/results frameworks, Change or Logic models
  • Experience supporting multi-sectoral (especially SGBV, Health and Nutrition, WASH and Livelihoods) team
  • Demonstrated knowledge and experience managing and analyzing data using Excel, SPSS, STATA, Epi-info and Microsoft Access
  • Knowledge/experience in designing, leading and developing high quality reports from quantitative/qualitative studies, surveys or assessments
  • Familiarity with program design and proposal development for key donors such as US government, UN, private, and multi-lateral funders
  • Experience working in both protracted and emergency refugee situations and previous experience in Rwanda is an added advantage.
  • Knowledge of GBVIMS is a plus
