JOB DETAILS:
Development Aid from People to People (DAPP) registered in 1990 as a national non-profit association with its national office on the Copperbelt. The idea of DAPP is, through the implementation of projects, to empower people with knowledge, skills and tools to improve their living conditions. DAPP seeks to build hope and to make disadvantaged people to stick together to fend for their families and community. DAPP and the communities work in partnership for health, water, sanitation and hygiene, child development, primary education, teacher training, human rights, economic empowerment, agriculture and environment programs. DAPP has an income generating leg by selling second hand clothes. DAPP has over 1200 people on the payroll. DAPP is a member of The Federation of Associations connected to the International Humana People to People Movement.
DAPP is inviting suitably qualified and experienced persons to apply for a position as Project Director for upcoming CDC/ USAID funded Community-Based HIV prevention project to support the attainment of National 95-95-95 targets and other HIV related targets in Zambia. The project aims to provide community-based HIV services. This position is contingent upon award from CDC/USAID. .
Job Responsibilities:
• Develop M&E Framework and systems: M&E work plans, manuals, performance monitoring plans as well as data management policies and procedures
• Lead Project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making
• Support data analysis and generation of data reports which meet the reporting requirements of DAPP, USAID/CDC and Ministry of Health (as required, this could be daily, weekly, monthly, quarterly, semi-annual and annual reports)
• Develop real time systems for documentation (Field Workers to report on E-First)
• Conduct training and build capacity in M & E for all staff involved in data collection and data use (program coordinator, province managers and field staff, data clerks).
• Supervise the implementation of quality assurance and control measures for data collection at all levels of the project. Conduct data audits to ensure true reports, track performance and improve documentation.
• Mentor, provide supportive supervision and provide technical assistance in M&E at all levels of project
• Produce ongoing analysis of program progress for all districts to determine if programs are meeting targets and goals.
• Provide quality and timely submission of all required project reports.
• Prepare project update presentations to funding agency, project and DAPP leadership and to cooperating partners, including visuals and statistics.
• Work with staff and partners to make data collection modifications, based on analysis.
• Develop and lead baseline assessments, evaluations and research including conclusion and report.
• Develop and maintain strong working relationships with CDC, the Zambian government counterparts (Zambian Ministry of Health (MOH), provincial/district MOH, and Ministry of Community Development, Mother and Child Health), community structures, other CDC grantees, partner institutions, facilities.
• Work closely with the funding agency, Ministry of Health on provincial and district levels, other USAID/ CDC funded partners, the project and DAPP Leadership in the continued development of the M&E framework.

Job Qualifications:
• Degree in social sciences, demography and statistics, monitoring & evaluation, development studies or related field.
• At least 5 years’ relevant work experience in Monitoring and Evaluation of Health and HIV Activities in complex, multi-year health sector development projects (approximately $5M per year)
• Vast experience with development of M&E framework and direct supervision of staff in implementation of monitoring and evaluation.
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV prevention, care, and treatment also of key populations.
• Competence in the use of essential IT data and analysis packages
• Experience with USAID/ CDC-funded activities, with PEPFAR monitoring, evaluation and reporting experience preferred.
• Strong diagnostic, analytical and problem solving skills.
• Excellent written and oral communication skills to all levels of staff.
• Ready to revise M&E protocols and systems in order to adopt changed funding agency demands
