Job Description
Manager- Data Management and Analytics
The context of the Role
The Manager is responsible for overseeing the collection and analysis of insurance data; providing in-depth insights into industry performance and trends. The Manager is also responsible for developing and maintaining a robust database for the insurance industry in Rwanda. This position also involves generation of industry performance reports for ASSAR and all key stakeholders.


Job Purpose
The objective of this role is to lead the positioning of ASSAR as the database for all industry performance figures and trends as well as analytics that can enable the industry players to make informed investment decisions.


Working closely with the Executive Director and Manager for Knowledge management and Consumer education, the Manager for Data Management will lead the packaging and presentation of industry performance data at dissemination workshops or in publications such as ASSAR’s annual reports.

Strategic Planning and Coordination

  • Design and management of a robust insurance database.
  • Design and implement various market research studies to increase the availability of data and information on insurance market opportunities in Rwanda.
  • Provide strategic leadership to ASSAR’s data management and analytics function.
  • Build and maintain extensive stakeholder networks across the insurance sector that provide data on the state of the industry and its critical development needs and provide data which results in improved financial performance of the insurance sector.
  • Act in an advisory and expert role to the ASSAR’s executive committee in matters relating to data management and analytics.

Writing and editing 

  • Ability to write clearly and produce quality data in a way which makes insurance knowledge accessible to a wide audience
  • Ability to write and publish articles, blogs and tweets
  • Significant attention to detail ensuring the highest quality of industry data

Administration

  • Ability to monitor and keep track of all programme and contractual deadlines.
  • Excellent hard copy and electronic record keeping skills.
  • Highly organized and computer literate
  • Process driven and focused on finalizing and disseminating knowledge products.

Contract management

  • Understand and apply the ASSAR’s procedures for contracting - bidding, evaluation and selection, legal frameworks, deliverables, timeframes, payment and closing out.
    Compliance
  • Ability to follow ASSAR’s procedures, policies, and overall compliance.

Scope of Work
This is a full-time senior level position. The Manager for Data Management and Analytics will work directly with the Executive Director, Manager – Knowledge Management and Consumer Education as well as various consultants and industry stakeholders.


The Manager will fulfill the following tasks and responsibilities:

  • Lead the development and maintenance of a robust industry database.
  • Conceptualize and manage ASSAR’s industry research projects to improve the availability of industry performance and opportunities
  • Conceptualize and write ASSAR’s industry performance reports; with in-depth analysis of product performance, client satisfaction, and other key performance indicators.
  • Build thought leadership and disseminate ASSAR’s contribution to the development of a vibrant and inclusive insurance sector in Rwanda through the availability of relevant information to market players and key stakeholders.
  • Support advocacy and lobbying efforts by ASSAR, using insights from research and data analytics.
  • Develop close working relationships with all key insurance sector stakeholders and supporting partners such as Access to Finance Rwanda and relevant government departments.
  • Build and maintain relationships with relevant partners within Africa and globally including but not limited to research organizations that focus on insurance data analytics.
  • Support and engage in monitoring of usage and impact of ASSAR’s industry performance reports.
  • Any other duties as assigned

Deliverables and Outcomes
Successful implementation, analysis and dissemination (workshops, publications, conferences) of industry data on performance and trends, ensuring insights are shared with ASSAR members and all relevant industry stakeholders in a manner which stimulates industry performance and influences investment decisions.

Educational Qualifications:

  • Master’s level degree(s) or equivalent in the relevant field, insurance, economics, business management, research, statistics, actuarial science;

Experience and Knowledge:

  • Experience with relevant statistical software for insurance data analytics
  • Minimum 3 years’ professional experience
  • Relevant experience in managing industry databases
  • Excellent written English communication skills, with focus on clear descriptive reports for the diverse audience
  • Exceptional organizational skills, the ability to facilitate communication between various levels of management and work independently in order to meet deadlines
  • Previous experience with insurance data analytics functions highly desirable
