Medical Director
JOB SUMMARY:
The Medical Director is responsible for the planning, management, implementation, and monitoring of HIV programming at AHF-Rwanda supported facilities and ensures delivery of high-quality care and treatment services for all patients.
He/she provides professional leadership and technical support to all clinical staff, as well as day-to-day management of all clinical program activities.
The Medical Director in collaboration with the country program manager will coordinate with the different levels of the Rwanda government and partners on HIV program initiatives.

PRIMARY DUTIES & RESPONSIBILITIES

  • Provide management, technical support/guidance, strategic planning, and coordination for medical operations in all the supported sites in Rwanda to effectively deliver quality clinical services.
  • Supports VMMC and HTS interventions and ensures linkage of clients tested into care and treatment program through well-established processes of client linkages and service integration
  • Organize and facilitate health partner meetings for AHF and partners
  • Coordinate the relationship with health local authorities (District teams, health facilities, community-based organisations), and represent AHF in local administration/JADF meetings and other key technical partner meetings
  • Perform budget management and procurement planning for the medical department.
  • Directly supervises and coordinates activities of all medical staff to ensure that high-quality services are provided to clients.
  • Provide periodic comprehensive support supervision, including on-site technical support and mentoring of clinical staff
  • Promotes the implementation of standard operating procedures (SOP) for all activities relating to good clinical practice and ensure functional quality improvement (QI) teams are in existence at all site levels
  • Ensures optimal operations of the laboratory services, including the functioning of sample referral networks at a country level.
  • Ensures effective patient flow in all sites, especially those with high volume of patients and coordinate time motion surveys to monitor performance.
  • Oversees the timely collection, and analysis of routine and specific data including operational research to guide decision making at site and country program level.
  • Consolidate health reporting with direct support from the M&E team: Design and analyze monthly, quarterly and annual reports
  • Mentor and build the capacity and coordination of health staff particularly with clinical service provision, staff management, and routine data collection and reporting, facilitating trainings and on-the-job learning
    EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
  • Bachelor’s degree in Medicine with a Master’s Degree in Medicine, Epidemiology, Public Health or related field with full registration and current practicing license with relevant professional body (Rwanda Medical and Dental Practitioners Council)
  • Ten years medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
  • Five years or more of recent experience with HIV/AIDS treatment; three years minimum of administration and program management experience with knowledge of clinical protocols and procedures in the management of HIV related diseases.
  • Analytical and organizational skills/experience with health data
  • Demonstrated knowledge of HIV protocols, Health Information Systems, Nutrition protocols, and Sexual and Reproductive Health Care concepts, including the Rwandan Ministry of Health protocols and guidelines
  • Strong leadership and management experience
  • Strong report writing skills with proven organizational/multitasking skills
  • Strong diplomacy skills with proven ability to work across multiple partners and technical areas simultaneously, supporting and mentoring multiple staff members
  • Experience in project management and managing budgets
  • Experience in Monitoring and Evaluation of health-related projects preferred
  • Excellent English writing skills; Kinyarwanda required
  • Excellent organizational, administrative and management skills
  • Strong oral and written communications skills; strong computer skills

    LOCATION: Kigali, but with frequent travel to AHF supported districts and sites
    CERTIFICATES, LICENSES, REGISTRATIONS
    Persons, who are health professionals, must be registered with the relevant national health professionals’ council.
