Job Description
Project Concern Zambia (PCZ), an affiliate of Project Concern International (PCI), is recruiting for a Monitoring, Evaluation and Learning (MEL) Manager to support a multi-million-dollar five-year CDC-funded project. The Manager will be responsible leading and coordinating monitoring, evaluation, and learning activities for the Improving HIV Prevention, Care and Treatment Outcomes Among Faith Communities project. S/he will provide overall MEL leadership and guidance to the project; closely collaborate with the Chief of Party and other project leadership to ensure that MEL strategies and aligned with and responsive to project needs; and help to ensure that MEL systems improve program quality and impact, ensure accountability to stakeholders, and promote learning. Responsibilities include: developing M&E plans and frameworks, designing M&E tools and systems to track the progress of the project’s activities; strengthening systems to analyze and utilize data for decision making; and providing capacity building support for implementing partners. The MEL Manager will be based in the PCZ office in Lusaka with frequent travel to program areas.
This is a full-time position contingent on funding. The anticipated start date will be October 2020. .
Major Responsibilities:
• Oversee all M&E activities for the project in collaboration with project staff
• Lead the development of M&E measurements frameworks and plans ensuring that M&E systems and tools produce relevant, timely, quality data that are responsive to the project’s goals, program beneficiaries, and compliant with reporting requirements
• Ensure adequate M&E capacity is built at implementing partner and community levels in areas including data management, analysis, reporting and utilization of findings for data drive decision making and learning.
• Support the design, coordination, and implementation of selected project evaluations, including process and/or outcome evaluations and special studies, ensuring the findings are of high quality, relevant, and effectively shared with key stakeholders.
• Participate in the drafting and/or review of technical reports, including donor reports, project or study briefs, or other dissemination products to ensure stakeholder accountability, to promote learning, and enhance visibility of the project
• Develop and support activities to assess and improve quality of routine program data
• With the program and M&E teams, develop and support analyses and tools based on programmatic data to assess program quality and project performance
• Coordinate as necessary with various stakeholders including national and/or government officials, community partners, and other stakeholders

Qualifications:
• Advanced degree in Public Health or Social Science, with expertise in M&E and strong understanding of health issues, particularly HIV/AIDS
• At least five years’ experience in M&E activities in the field of public health
• Proven capacity to effectively manage M&E processes as well as manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills
• Experience in quantitative and qualitative M&E, including planning evaluation studies, determining variables, selecting appropriate sampling methodologies, developing bibliographical and other sources of data, and preparation of reports
• Knowledge of statistical principles and procedures; proficiency in statistical software applications and qualitative analysis packages
• Excellent communications skills, both written and verbal
• Understanding and experience with program and/or MEL requirements of US Government donors (i.e. USAID, CDC) strongly preferre
