JOB DETAILS:
Job Title: Monitoring, Evaluation and Learning Officer
Job Purpose
The MEL Officer will be responsible for coordinating MEL activities, including supporting programme staff on MEL, managing the TI-Z Performance Indicators Tracking Table (PITT) and supporting success stories collection and packaging as well as supporting report writing.

Job Description
• Oversees the development and implementation of the Performance Monitoring Plan (PMP) to capture TI-Z programmes, project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
• Provides leadership and direction on MEL to ensure the programmes achieve their targets. Supports conducting targeted evaluations and operations research, including design, data collection, management and analysis for all TI-Z programmes
• Supports ensuring of quality of data through data verification procedures, including routine data quality audits
• Works with programmes and financial staff to prepare and track progress of project and activity budgets
• Supports programmes and projects report quality control and oversight
• Supervises all MEL activities.
Reporting Relationships
The MEL Officer will report to the Programmes Manager.

• Education and Professional background
• Degree in Project Management, Monitoring and Evaluation, Demography, or related field
• Minimum 2 years of work experience in monitoring and evaluation for Civil Society Organizations
• Proven expertise in MEL, quantitative and qualitative methodologies, operations research, reporting, data quality assessments, data analysis and presentation
• Demonstrated strong management, coordination, teamwork and planning skills
• Excellent skills in facilitation, team building, and coordination
• Excellent verbal, written interpersonal and presentation skills in English
• Proficiency in SPSS or similar packages, word processing and Microsoft Office
