JOB DETAILS:
The United States of America, acting through the Millennium Challenge Corporation (MCC”) and the Republic of Zambia acting through its Government (The “Govemment”) entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Zambia on 10th May, 2012 (The “Compact”) in the amount of Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (USS 354,757,640) (“MCC Funding”). The Millennium Challenge Account Zambia Limited (“MCA-Zambia”) was designated as the accountable entity for purposes of implementation of the Lusaka Water Supply, Sanitation and Drainage Project. The Compact expired on 15th November 2018 (“Compact End Date”). The Government, in accordance with its obligations under the Compact, designated Millennium Project Completion Agency-Zambia Limited (MPCA-Zambia), a subsidiary of MCA-Zambia, as an additional accountable entity for purposes of implementation of any activities that would be incomplete by the Compact End Date, such activities to be funded by the Government (“Government Funding”) and together with “MCC Funding”, “Compact Funding”.
In December 2021, the Millennium Challenge Corporation (MCC) selected Zambia as eligible to develop a second Millennium Challenge Compact (“the Compact”), a five-year grant Programme. In February 2022, the Government of the Republic of Zambia (GRZ) designated MPCA-Zambia as the entity to spearhead the development of Compact II and related activities, working closely with MCC and other stakeholders. The activities include conducting a diagnosis of the constraints to economic growth and poverty reduction, preparing concept notes, developing proposals and planning for project implementation.
MPCA-Zambia now invites suitably qualified individuals to apply for the following positions:
MONITORING & EVALUATION & ECONOMICS SPECIALIST
Reports to: National Coordinator

JOB PURPOSE
To work closely with the Compact Development Team technical
specialists to assess project evidence, develop a results framework, define monitoring indicators, document existing baseline data for relevant indicators and project targets, assess existing data quality and data needs, as well as lead discussions on the prospective evaluation strategy. While there is some overlap between Economics and M&E at MCC, especially on how the economic analysis feeds into the monitoring and evaluation plan, the Economist M&E Specialist should expect to spend approximately one-half of their time on Economics Tasks and one-half of their time on M&E Tasks.

KEY RESPONSIBILITIES
• Articulates the economic justification for any potential projects, including a clear explanation of the ways in which projects will raise economic growth and alleviate poverty. Identify, document, and assess quantitative evidence from similar projects.
• Works with MCC economists, develop an analytical framework. gather all required data, and calculate economic rates of return (ERRs) for proposed projects. Also develop a detailed assessment of the economic characteristics of the proposed projects, including how proposed projects will impact intended beneficiaries, with particular attention on poor households and disadvantaged groups, including women
• Supports Compact Development Team technical specialists on the development of potential projects, taking into consideration the relevant evidence gathered during compact development, including the Constraints Analysis, problem diagnostic(s). Investment Opportunities Analysis, and Social and Gender Constraints Assessment.
• Works closely with the Compact Development Team to develop detailed project logics for the proposed investments, including problem statements, outputs, short- and medium-term outcomes, the projects objectives, and underlying assumptions and risks.
• Leads the Compact Development Team in identifying key indicators to measure the expected output and outcomes of proposed projects and setting and documenting baselines and targets for them, based on broad implementation work plans, the economic model, and anticipated results.
• Completes an “evaluability” assessment for each compact project under consideration.
• Reviews existing data sources, particularly administrative data collected by government entities, for potential monitoring indicators to assess availability of data, quality of data, frequency of reporting, and levels of disaggregation.
• Assess the quality of existing data systems and prepare any necessary proposals for addressing data quality gaps.
• Identifies and incorporate any anticipated needs for M&E data in the development of feasibility studies or preliminary design work that may be undertaken during the compact development process (for example, for establishing baselines or informing targets).
• Identifies opportunities for real-time or in-depth monitoring efforts that would help to improve project implementation and build into project plans.
• Assesses the capacity of stakeholders to implement required M&E data collection and reporting.
• Prepares/trains implementing entities on their expected M&E responsibilities under the compact.
• Identifies opportunities to evaluate the impact of any proposed projects, lead discussions with various stakeholders, and develop strategies for rigorous evaluation, wherever feasible.
• Develops a comprehensive M&E budget for expected training. technical assistance, additional studies, data collection, data quality reviews, and evaluations under the compact.
• Works with MCC M&E Lead to share information related to M&E and other relevant Compact developments and to ensure work is in compliance with MCC M&E Policy and MCC’s Guidelines for Economic and Beneficiary Analysis.
• Carries out all other tasks and responsibilities required by the National Coordinator.

QUALIFICATIONS AND EXPERIENCE
• Grade 12 School Certificate with a minimum of five (5) ‘O’ levels (credit or better)
• Advanced degree (Masters or higher) in Economics, Statistics, or a related subject
• Five (5) or more years of prior work experience in an economics or monitoring and evaluation position that requires considerable responsibility coordinating with and obtaining critical data from local government agencies.
• Experience conducting applied economic research, using data and analysis to reach conclusions and provide recommendations.
• indicators and collecting, analyzing, and reporting performance data in coordination with local institutions such as government ministries and statistical agencies.
• Experience assessing the quality of secondary/administrative data, including identifying data reporting processes across multiple stakeholders, assessing data quality vulnerabilities, and identifying potential mitigation measures to ensure accurate and high-quality data reporting.
• Demonstrated experience in one or more of the following statistical analysis software and databases, such as STATA, R. SPSS, SAS, CSPRO, Access, Excel and strong proficiency with MS Word and PowerPoint
