The position is open to citizens of KAZA TFCA Member Countries, i.e Angola, Botswana, Namibia, Zambia and Zimbabwe. It is based in Kasane Botswana, and the position is for 3-year term with possibility of an extension, subject to performance.
Main Purpose of the Job
The Monitoring and Evaluation (M&E) Officer will report to and work under the administrative supervision of the Programme Manager. They will lead KAZA TFCA Secretariat’s monitoring, evaluation and learning efforts. They will be responsible for coordinating and facilitating designing/reviewing and implementing the M&E activities in KAZA TFCA; and will be responsible for the analysis of different data in the KAZA Impact Monitoring tool and other monitoring tools including at project level as well as the SADC TFCAS programme M&E tool.
Key Performance Areas
- The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, and learning framework at KAZA TFCA Secretariat.
- They will develop and or ensure a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by KAZA TFCA and partners for all its programmes and projects and ensure alignment of projects by various implementing partners.
- Support the National Implementing Agencies of all 5 partner countries with the monitoring of and reporting on their country components.
- Lead the monitoring of the activities implemented under the regional/transboundary component.
- Coordinate all annual monitoring activities that require collaboration amongst the partner states. These include, inter alia, annual socio-economic rapid assessments, annual joint field visits, Protected Area management effectiveness and support to wildlife surveys.
- Consolidate monitor and report information from the 5 Partner States into high quality semi-annual and annual progress reports
- Ensure that all stakeholders comply with the timelines and quality guidelines for monitoring and reporting, as laid down in the M&E manual.
- Facilitate semi-annual and annual review workshops.
- Organising and facilitate the scheduled field visits with donors and other stakeholders
- Ensure overall quality control of M&E through regular field visits and participation in regional meetings and meetings of the National Steering Committees.
- Coordinate the collation of scheduled inputs into the KAZA Impact monitoring framework and liaising with all stakeholders.
- Continuously build M&E capacity amongst all stakeholders through training sessions and coaching.
- Liaise with the Finance Manager of the Secretariat to ensure that the technical and financial progress reports are harmonised and including M&E data.
- Liaise with various stakeholders including implementing partners and donors for the organisation of external evaluations
- Document lessons learnt in articles for distributions through the KAZA TFCA website and other media.
Competencies
- Good team player, but capable of working independently.
- Demonstrable strong facilitation and communication skills
Qualifications
- A master’s degree in management, Natural Resource/ Environment, Development studies, Population Studies, Statistics, Social Sciences or other relevant disciplines.• Bachelor’s or equivalent) in combination with ten (10) years’ relevant experience may be accepted in lieu of the advanced university degree (Master’s degree or equivalent).
- Qualifications or specific training and experience in M&E for development / conservation projects will be a strong asset.
Experience
- A minimum of 7 solid years’ experience in design and implementation of M&E systems for large conservation and livelihoods programmes.
