Expanded Church Response (ECR) is a faith-based organization implementing: HIV/AIDS/TB, Orphans and, Vulnerable Children, Adolescent Sexual Reproductive Health and Gender Based Violence Prevention and Survivor Support programs amongst others to mitigate human suffering and bring transformational development.

ECR seeks to recruit a highly qualified person for the position of Monitoring and Evaluation Officer to be based at its HQ Lusaka Office on the CIRKUITS FCI Project.

Major Responsibilities
• The Program Monitoring and Evaluation Officer will be responsible for overseeing all M&E aspects of Community Impact to Reach Key and Underserved Individuals for Treatment and Support (CIRKUITS)/ Faith and Community based Initiative(FCI) / Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe (DREAMS), from assessments, to routine monitoring activities and the final evaluations.
• S(he) is responsible for all monitoring, evaluation and reporting activities under the CIRKUITS/FCI/DREAMS Project.
• The M&E Officer will lead and oversee CIRKUITS M&E and the timely collection and reporting of indicators to University of Maryland Baltimore (UMB), and work with the Project Manager, and partners, to ensure the effective Monitoring of program and will provide a well-defined strategic approach and appropriate mechanisms for M&E and establish M&E and management information systems as management tools to enable maximum achievement of the program’s objectives and tracking progress toward results.
• S(he) will have overall technical responsibility for the project’s extensive internal evaluation effort, at both the impact and process levels, and work closely with the Project Manager and other project staff and partners in ensuring the achievement of overall Project goals and objectives. This function will involve the application of M&E frameworks, performance-based result and process indicators, measurement methods, and periodic reviews to identify factors that facilitate and impede the program’s and its partners’ progress.
• The M&E Officer will participate in all relevant M&E Technical Working Groups under CIRKUITS, GRZ and relevant stakeholder. The Project Manager and other relevant staff may from time to time be part of these meetings.

Key Qualifications
• Degree in Social Science, health or any related field equivalent
• Master’s Degree in social sciences, health, or any related field equivalent is an added advantage
• Experience working with CDC/USAID projects

Required Skills
• Over five work experience years of experience in HIV/AIDS and community-based programs.
• Dynamic, able to work on multiple tasks and execute them promptly, to completion with high quality.
• Modern and exemplary leadership and inspirational in having hands on, robust, quality engagement in the “trenches” where they delegate responsibilities.
• Innovation in planning process, monitoring, evaluation, operational research and report writing
• Speed assimilation of project activities and strategies
• Good communicator in local languages in Zambia Excellent written and verbal communications skills.
• Willingness to travel extensively within the country and work long hours.
• Computer skills inclusive of database development and management.
