NDI will work in Zambia to support democratic institutions, including political parties, better able to engage with stakeholders and citizens on national policy, legislation development and citizen concerns and priorities

Monitoring and Evaluation Officer/Manager
The Monitoring and Evaluation Officer/Manager will be responsible for the overall measurement and evaluation of NDI programs. The Monitoring and Evaluation Officer/Manager will report to the Country Director. Please note that the hiring of this position is dependent upon additional funds becoming available. .
Essential duties:
• Lead the design and implementation of mechanisms, including indicators, performance monitoring plans and logframes, to measure progress, results and impact of NDI programs in cooperation with program staff. :
• Develop tools for collecting information necessary to monitor and evaluate program activities such as surveys, interview questionnaires and focus groups studies. :
• Manage the collection, analysis and presentation of quantitative and qualitative information concerning the implementation of NDI programs.
• Conduct baseline, midline and endline assessments on NDI programs.
• Train and assist program staff to identify and highlight achievements of stated objectives and outcomes and to collect relevant information and data.
• Ensure M&E findings and reports are effectively shared with appropriate internal teams.
• Lead NDI staff in quarterly reflection sessions based on information and data collected on program results.
• Train NDI program partners on effective monitoring and evaluation and help them develop appropriate tools and habits for information and data collection.
• Prepare and submit regular reports in accordance with internal and external reporting requirements, including serving as the lead editor on NDI bi-weekly reports to headquarters.
• Author 1-2 page descriptions of key program achievements and success stories, including posts for NDI headquarters’ website.
• Communicate, in conjunction with the Country Director, with donors and/or their MEL contractors on monitoring and evaluation issues.
• Maintain strict data quality, confidentiality and security standards in compliance with NDI and donor requirements to ensure responsible data policies and procedures.
• Maintain the strictest compliance with Covid-19 mitigation protocols at all times, as directed by the Country Director and/or the Finance and Administration Manager.
• Perform other duties as assigned by the Country Director.

Education & Experience:
• Bachelor degree required; higher degree preferred.
• At least 5 years of monitoring and evaluation experience on a donor-supported program; experience on USAID and/or FCDO programs preferred.
• Experience in monitoring and evaluation of democracy and governance programs is an asset.
• Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders, required.
• Significant experience drafting and finalizing evaluation reports required.
• Superior skills in written and verbal English required.
• Proficiency in Microsoft Office Suite programs (specifically Excel) and Google Apps (Drive, Forms, Sheets, etc.) required; experience with database software platforms preferred.
