JOB DETAILS:
The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources, protection of the
environment, and the prevention and control of pollution. In pursuance of its mandate, ZEMA is now inviting applications from visionary, competent and experienced Zambian citizens to fill the following positions;
1. DIRECTOR – OPERATIONS
1.1 Job Purpose
Under the supervision of the Director General, the Director Operations provides leadership and management to the Agency’s technical Directorate for the effective execution of the Agency’s mandate as prescribed by the EMA and the ZEMA Strategic Plan.
1.2 Main duties and Accountabilities (without limitation)
The main duties and responsibilities of the Director Operations, include;
• Supervise and provide policy/strategic guidance to the Directorate.
• Review of environmental applications.
• Review and respond to correspondences/reports.
• Development of strategic/policy/new plans for the Directorate.
• Represent the Directorate at Senior management meetings.
• Chair the Directorate meetings.
• Effective preparation and attendance of Board Committee meetings.
• Review and onward submission of departmental monthly, quarterly and annual reports.
• Conduct Departmental Meetings to facilitate staff engagement in Directorate affairs.
• Ensure effective preparation and execution of Directorate plans and budgets.
• Ensure effective and efficient utilization of the Directorates Human, Financial and Logistical resources.
• Prepare, monitor, implement and review Strategic Risks for the Directorate.
• Review, prepare and update departmental operations and annual reports.
• Attend high level meetings as may be required.
• Lead Delegations or Investigation Teams.
• Ensure effective and efficient management of Environmental Emergencies and complaints.
• Effectively manage ZEMA’s Performance Management System in the Directorate.
• Provide guidance on ZEMA’s International Environmental obligations.
• Carry out all other executive assignments at the Director General’s instance.
1.3 Minimum Qualifications and Experience
• Grade 12 School Certificate or its equivalent.
• University Degree in Natural Sciences, Environmental Management or related field
• Possession of a Master’s Degree (MBA, MSc, MA,) or postgraduate qualification in Environmental or General Management or Development Studies or Public Policy & Regulation, is an added advantage; and
• Demonstration of Continuous Professional Development in Environmental or relevant scientific studies is an added advantage.
• Eight (8) years’ work experience in a reputable organization, of which five (5) years must have been at Senior Management level
• Member of a relevant professional body where applicable
• Experience in Public Policy and Regulation
1.4 Required Attributes and Competencies

• Ability to lead a variety of teams of environmental management specialists;
• Intellectual ability to write, analyze and interpret scientific, technical and environmental management reports;

• Proven problem-solving skills and exceptional customer relations when dealing with both internal and external clients;
• Computer literacy; and
• Pragmatic, efficient and highly organized personality.
1.5 Tenure of employment & Remuneration
• Three (3) year contract term, renewable subject to satisfactory performance
• Competitive Executive Remuneration package.
2.0 MANAGER-LABORATORY SERVICES
2.1 Job Purpose
Under the supervision of the Director- Research and Knowledge Management, the position is responsible for overseeing the daily operations of the laboratory and managing a team of laboratory and analysts. The Job also ensures the quality and accuracy of environmental samples, maintaining compliance with laboratory regulatory standards and laboratory ethics. Planning developing and implementing laboratory services is at the core of this function.
2.2 Main Duties and Accountabilities (Without Limitation)
• Oversee daily laboratory operations, including sample receipt, analysis and reporting.
• Ensure efficient use of resources, including personnel, equipment and supplies.
• Ensure physical and chemical analysis is conducted on effluent equipment and other related substances to strengthen compliance and enforcement.
• Conduct micro-biological analysis on effluence and waste water,
• Provide training for laboratory personnel on best laboratory practices
• Develop and maintain a laboratory data base for reference.
• Collaborate with stakeholders to ensure availability of laboratory equipment and reagents and other related consumables.
• Participate in analytic research with other stakeholders
2.3 Minimum Qualification and Experience
• Full Grade 12 Certificate with credits or better in English and Mathematics
• Bachelor’s degree in Environmental Science, Chemistry, Biology or related field
• Post graduate Diploma in Laboratory Management
• Master’s degree in a relevant field will be added advantage
• Eight years’ experience of which three should be at management level
3.0 PRINCIPAL LEGAL OFFICER
3.1 Job Purpose
Under the supervision of Manager-Legal Services assist with the provision of legal services to the Agency in order to protect the organization’s legal interests and Mandate.
3.2 Main Duties and Accountabilities (Without Limitation)
• Undertakes litigation on behalf of the Agency, with the express approval of the Agency Secretary. Also, advises management on the provisions of the Law on enforcement and prosecution under various regulations of the EMA No. 12 of 2011 to ensure good environmental conduct by all stakeholders.
• Ensures that all legal documents prepared by the Agency are properly drafted to ensure efficiency, effectiveness and success in court.
• Advises management on legality of environmental management transactions by stakeholders/clients to ensure compliance with the Environmental Management Act No. 12 of 2011 and its Regulations.
• Studies court decisions and recommends changes in documents and contracts to protect the institution from undue claims.
• Assist Legal services Manager to compile/prepare management and ad hoc reports for information and decision-making purposes.
• Handles cases pending before the Courts of law and involving the institution.
• Reviews the performance of subordinates to ensure that such performance meets with management standards/expectations.
3.3 Minimum Qualifications and Experience:
• Full Grade Twelve (12) School Certificate with at least five (5) Credits or better;
• Bachelor of Laws Degree and Advocate of the High Court of Zambia;
• At least five years’ experience at the bar
• Current Law Association of Zambia Practicing Certificate;
• Qualification and experience in an environment related field will be an added advantage;
• Must be computer literate.
4.0 LEGAL OFFICER
4.1 Job Purpose
To provide legal services to the Agency in order to protect its legal interests and promote its mandate.
4.2 Main Duties and Responsibilities (Without Limitation)

• Three years post bar admission experience
5.0 INSPECTORS – 10 POSITIONS
(At Management discretion to be based in Lusaka, Ndola, Livingstone, Solwezi, Chirundu, Chipata, Mansa and Mkushi)
5.1 Job purpose
To plan and execute Inspectorate operations in order to safeguard human health and the environment through effective environmental management.
5.4 Main Duties and Responsibilities (Without Limitation)
• Draw and conduct annual programs for licensing for facilities directly under ownership and to increase the client base.
• Draw and conduct annual programs for compliance monitoring based on regulations, license conditions, Decision Letter conditions and commitments made in project documents such as EMPs.
• Plan and participate in annual auditing of facilities directly under ownership in the zone.
• Ensure that statutory returns are submitted on time by clients and analysed for decision making.
• Conduct Inspectorate activities vis-à-vis inspections, licensing, report reviews, audits and provide technical service, promote discipline, training, as directed by Superiors.
• Provide management and administrative support functions related to the Inspectorate including assistance in the preparation of annual budgets, equipment purchase, vehicle usage, tracking expenditure of performed activities in accordance with the approved budget and any other duties assigned by Superiors.
• Attend meetings, write timely reports and liaise with the Senior Inspector to ensure that resolutions from such meetings are implemented.
• Collect, manage, analyse and store data to create a basis for information to be used in decision making by Management.
• Ensure timely preparation and submission of acceptable field, monthly, quarterly and annual inspectorate reports and any other reports required by Management.
• Conduct investigations in environmental incidences, to determine cause and take corrective measures.
• Develop and prepare recommendations for improvements of regulations, standards and guidelines.
• Plan, create and maintain an inventory of clients in the zone and conduct activities to promote the corporate image of Agency and contribute to maximisation of income generation through expansion of clientele.
• Plan, prepare and implement effective methods of response to emergencies/complaints in order to protect and mitigate against environmental damage.
5.5 Minimum Qualifications and Experience
• Full Grade 12 School Certificate
• Bachelor of Science Degree in Natural Sciences, Chemistry, Chemical Engineering, Natural Sciences or social sciences.
• The candidate must have the ability to communicate effectively both orally and in writing and possess excellent interpersonal skills and high ethical standards.
