Under the overall supervision of the ILO Country Office Director for Zambia, Malawi and Mozambique, the incumbent will report and be under the direct supervision of the National Project Manager. He/she will receive technical guidance and support from FUNDAMENTALS’ Solutions and Innovation Unit. He/she will also benefit from exchange with other colleagues working on USDOL funded project in Africa, especially in DR Congo, through a community of practice.
Description of Duties
1. Lead the conducting of a needs assessment (including gender analysis) that includes consultation with government stakeholders to determine geographical areas to improve government capacity to address child labor and forced labor in mining communities.
2. Identifying the roles and responsibilities of relevant government agencies, for analyzing capacity gaps of relevant government agencies, and for describing how the project will contribute towards increasing the capacity of relevant government agencies to achieve Outcome 1 and support the overarching project-level objective.
3. Designing and implementing a strategy to increase the capacity of the national, regional, and/or local government in Zambia to address child labor and forced labor in the mining of critical minerals and related jobs in mining communities. Provide support for increasing knowledge and skills of government officials to address child labor and forced labor.
4. Support to the Government for the implementation of Zambia’s National Action Plan against child labor 2021-2025, particularly in the mining sector.
5. Organise training programmes and awareness raising activities (including gender mainstreaming) to increasing the knowledge and skill base of relevant government officials to address other violations of labor rights (as a strategy for reducing risk of child labor and forced labor) in the mining of critical minerals and related jobs in mining communities.
6. Provide support for the enforcement of labor laws in the formal and the Artisanal and Small-Scale Mining (ASM) of critical minerals and related jobs in mining communities, including illicit activities.
7. Support the government at the local, provincial and/or national levels to improve the legislative and policy environment with respect to child labor in mining and related jobs.
8. Assist in the strengthening intra- and inter-agency coordination of law enforcement and social protection agencies to address child labor and forced labor in the mining of critical minerals and related jobs in mining communities. Support the strengthening of the government’s social protection system households with children in mining communities.
9. Contribute to the creation and sustainable implementation of a Child Labor Monitoring System in critical mineral producing communities.
10. Provide support for improving coordination and collaboration among the government, mining companies, worker organizations, and/or communities to provide decent work and reduce labor violations in the mining of critical minerals and related jobs in mining communities.
11. Assist the government’s and mining communities’ efforts to formalize the ASM sector through the existing legal framework.
12. Give policy advice to the Government of Zambia on collaboration with the Democratic Republic of the Congo along the borders of the two countries to address child labor and forced labor where they have similar interests in the production and transportation of critical minerals. In addition, to the government of Zambia on working with the Southern African Development Community (SADC) to assist with the cross-border engagement and collaboration.
13. Perform other relevant duties as assigned by the Supervisor.
Required qualifications
Education
First level university degree in public policy, international development, social science, anthropology, education, economics, or related field is preferred.
Experience
At least three years of experience working on issues related to child labor and forced labor, including coordination, development, implementation, promotion, and/or monitoring and evaluations of regional and/or national action plans to eliminate child labor.
• Experience working with regional institutions in Sub-Saharan Africa, such as SADC or the African Union.
• Experience working with the mining sector, including with a focus on Artisanal and Small-Scale Mining (ASM).
• Proven track record of overseeing projects and authoring materials related to building the capacity of government or policy entities.
• Experience in working to improve cooperation between national governments and in supporting coordination in the mining sector.
Languages
Excellent command of English and working knowledge of French is required.
Competencies
• Sound knowledge of programme and budget, project formulation and management, administration and monitoring and evaluation methodologies.
• Proven ability to establish and maintain effective relationships and negotiate effectively with government officials, representatives of civil society, representatives of workers’ and employers’ organizations, and academia.
• Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organizational norms, and to meet all commitments within the prescribed time, cost and quality standards
• Ability to advocate and provide policy advice
• Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skill with governments, social partners, industry associations, and mobilizing the support of international donor agencies
• Knowledge of area-based monitoring and referral systems, migration, labour law enforcement, education and social protection of children,
• Good knowledge about social, economic development, including labor and employment, trends in the country
• Ability to maintain good working relationships with all project stakeholders and ability to maintain systems within project operations.
• Ability to establish and maintain systems within project operations.
• Demonstrated ability to manage technical co-operation projects of international organizations.
• Ability to understand and effectively work with Government, workers and employers’ organizations, non-government organizations and UN agencies.
• Ability to conduct action-oriented research and write analytical technical report in English.
• Good communication skills, both written and verbal
• Clear commitment to mainstream gender into project activities.
• Ability to lead and work in a team and good interpersonal relations.
• Ability to work under time pressure and meet deadlines.
• Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
• Ability to work independently with a minimum of supervision
