Introduction
Accelerating the Sustainable Control and Elimination of NTDs (ASCEND) is a £200 million investment from the UK government’s Department for International Development (DFID), to advance the impact and sustainability of national programmes tackling neglected tropical diseases (NTDs). ASCEND lot 1 (Asia, East and Southern Africa) is implemented by a consortium of technical partners led by Crown Agents, including Abt Associates, Oriole Global Health and the Royal Tropical Institute. Central to ASCEND 1’s approach is a close collaboration with the Zambian Government and other implementing partners, to enhance the national approach to NTD control and elimination. In Zambia, ASCEND is anchored on the following broad areas of intervention:
(i) Treatment and prevention of disability
(ii) Strengthening of the national health system
(iii) Data management for targeting and monitoring
(iv) Cross-sectoral collaboration, in particular within the health sector and WASH/BCC sectors.
Across all of these areas, ASCEND is committed to the principles of ensuring no-one is left behind1 and as such is required to capture data disaggregated by gender, age, disability and geographic location. FCDO has contracted Crown Agents together with its consortium partners to act as Fund Manager for ASCEND in Zambia. Therefore, Crown Agents will work with the Ministry of Health (MoH) to support the immediate procurement of services from Implementing Partners (IPs) that will further the above-stated objectives of ASCEND in the country.
1. Scope of work
The NTD WASH-BCC-LNOB Advisor will be seconded to the NTD Unit in the Ministry of Health and will oversee and support all the NTD WASH-BCC-LNOB activities of the NTD unit. The NTD WASH-BCCLNOB Advisor will be reporting to the ASCEND Country Lead and the Neglected Tropical Diseases (NTD) Manager. .

The advisor will be responsible:
Under guidance of the NTD program manager, and in close collaboration with all the relevant NTD disease focal points and key representative(s) from the WASH sector, lead and guide all ASCEND-supported WASH-BCC-LNOB activities in Zambia (this includes overseeing implementation, providing technical guidance as well as assure quality by reviewing all the different products developed by an implementing partner). The main activities include:
a. the development of a national coordination framework for the WASH and NTD sectors in Zambia;
b. the establishment and facilitation of a coordination mechanism between the WASH and NTD sectors, at the national level;
c. the development of a communication strategy for WASH/NTD;
d. the development of new BCC materials.
To provide technical assistance to ensure/contribute to:
a. the inclusion of WASH, BCC and LNOB aspects in the NTD masterplan development, and ensuring clear linkages in the master plan to the above mentioned NTD/WASH framework and the communication strategy;
b. the improvement of community sensitisation on NTD risk, risk prevention and preventive treatment in target populations, including marginalised groups, in line with the communication strategy;
c. the improvement of coverage of services in vulnerable groups (e.g. LNOB);
d. in collaboration with the M&E Advisor support the implementation of monitoring procedures and tools to capture high-quaity data disaggregated by amongst others gender, age, disability (using the Washington Group questions), geographical location etc.
e. analyse, interpret and use learnings from available data to assess which populations are at risk of being left behind and advocate for their inclusion in future activities;
f. support the NTD Unit to perform supervision field visits to ensure and assess effectiveness of BCC messages and materials, inclusion of marginalised groups and engagement with WASH partners to include NTD BBC messages in their programs as well as to improve access to WASH facilities in NTD hot spots. In collaboration with the NTD disease focal points and the specific project teams, ensure quality and timely reporting and documentation of the LNOB – WASH and BCC related project activities, and as such:
a. track the progress of all WASH/BCC and LNOB activities;
b. collect and report on the WASH – LNOB and BCC key indicators as required for the monitoring of the ASCEND logframe;
c. ensure that data collected is disaggregated by age, gender, disability, geographic location etc.;
d. support quarterly and annual reporting WASH, BCC and LNOB requirements of the ASCEND consortium;
e. support learning, operational research endeavours, documentation and evidence related to WASH – LNOB and BCC to guide innovative approaches to NTD programme interventions in collaboration with external partners, including ASCEND;
f. provide support, as appropriate (LNOB-WASH and BCC related), into NTD research concept notes, protocols, ethics applications, data analysis, reporting and drafting papers for publication as needed;
g. Collaborate with stakeholders to ensure the LNOB-WASH and BCC activities of the programme are responsive to learning and beneficiary feedback generated.
Undertake any tasks as may be assigned by the NTD Manager and the ASCEND Country Lead.


Skills (Special Training or Competence):
• Ability to build strong working relationships to enable effective management of partnerships and work collaboratively as part of a global team.
• Strong leadership and coordination skills and demonstrated competences in facilitating multistakeholder processes. Able to mentor, problem solve and lead processes;
• Demonstrated experience in working effectively with a wide range of people including high profile decision makers and NGO officials but also (NTD) community members, to reach common understanding;
• Ability to work independently in various environments and geographic settings in Zambia;
• Strong communication skills, both interpersonal and written, to fulfil the technical and managerial responsibilities;
• Strong conceptual and analytical skills. Thinks and acts strategically and ensures that activities are prioritized and aligned within an agreed strategy;
• Able to engage in multiple activities at the same time;
• Experience in preparing persuasive technical reports and making verbal presentations, explaining issues in a clear and concise manner.
• Willingness to travel and to conduct regular field visits.
• English fluency (required).


. Key Requirements
Knowledge (Education & Related Experience):
• A minimum of 5 years of professional experience in the implementation of complex water and sanitation or behavioural change development projects that focus on governance, and institutional development;
• Masters’ degree in a relevant field: engineering, public/global health, water resources, sanitation, International Business and Development studies, or allied fields.
• Demonstrated experience in institutional and organizational development.
• Demonstrated experience with implementation of LNOB principles
• Experience of producing data disaggregated by age, gender, disability (using the Washington Group Questions) and geographic location is a considerable advantage.
• Good understanding of Health System and structures and knowledge of NTDs In Zambia is an advantage.
