JOB DETAILS:
SPAR6C is a 5-year program funded by the German Federal Ministry for Economic Affairs and Climate Action through the International Climate Initiative (IKI). The program consists of national and global activities.
First, the program supports its partner governments in Colombia, Pakistan, Thailand and Zambia to be better prepared for engaging in Article 6 transactions. Global and local experts, under the leadership of the Global Green Growth Institute (GGGI), provide technical assistance for medium- and long-term emissions planning, examining opportunities to raise mitigation ambition through Article 6 engagement. Partner governments receive technical support with the design of strategies, regulations and institutional arrangements that will allow them to authorize ITMO transfers in line with Article 6 rules and procedures. In addition, the program works with private sector and government stakeholders to develop pipelines of tradable mitigation activities and aims to finalize 8 endorsed Mitigation Activity Design Documents (MADDs).
Second, the program will develop an Article 6 toolbox, which can guide both project partners and other governments globally in their national Article 6 planning and engagement. The knowledge developed and lessons learned are fed back through a High Ambition Community of Practice (HA-COP). The HA-COP is an international platform form.
The project is structured into six work packages, of which four are dedicated support packages for each of the four countries, respectively, and two packages are centrally managed. In the country packages, implementation will focus on three areas of work: 1) Medium and Long-term emissions planning, 2) Governance frameworks and readiness to transact, and 3) design of pilot mitigation activities. Capacity building and training activities will be conducted on a needs basis to ensure stakeholders are well equipped for Article 6 implementation in each area. In the remaining two work packages, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by a Community of Practice for Article 6 Implementing Countries (CoP-ASIC). The CoP-ASIC is a knowledge exchange and mutual learning platform that will convene experts and practitioners inside and outside of project countries to explore challenges and opportunities associated with the common objective of raising ambition through carbon market participation.
The SPAR6C project will work closely with national government and private sector stakeholders, as well as local experts and research institutions, to improve national readiness for Article 6 participation. All works conducted in Zambia are led by GFA Consulting Group (GFA) and are supported by UNEP Copenhagen Climate Centre (subsequently UNEP CCC) and coordinated through the Department of Green Economy and Climate Change, under the Ministry of Green Economy and Environment.
Within this context, the SPAR6C project is looking for a national individual consultant to act as National Coordinator for supporting the project and its activities in Zambia and for facilitating an effective project implementation.
OBJECTIVES OF THE ASSIGNMENT
The National Coordinator will serve as main contact for all SPAR6C activities in Zambia and shall provide secretarial and administrative support in general project management and implementation mainly to GFA, UNEP CCC and national partners but also to GGGI (project lead).
In addition, the National Coordinator shall support the Ministry of Green Economy and Environment in coordination of projects activities with national stakeholders, especially with governmental institutions and private sector partners involved in Art. 6 program/project activities in Zambia, and shall also participate in the technical and financial development of Art. 6 programs and projects in different sectors of the Zambian economy.
DUTIES AND RESPONSIBILITY
The Consultant shall work under the guidance of the SPAR6C project’s focal point at the Ministry of Green Economy and Environment (the Director – Dept. of Green Economy and Climate Change) and under the guidance of GFA, and shall report directly to GFA. The Consultant shall have the following duties and responsibilities:
a) Support the SPAR6C project international partners in the detailed activity planning and implementation in Zambia;
b) Serve as the liaison for the SPAR6C project with the Ministry of Green Economy and Climate Change, other relevant government agencies, and public institutions in Zambia;
c) Provide organization and coordination support for internal and external meetings with partners, agencies (government, private, development partners, etc.) and organize and manage training workshops, prepare documents, agendas and materials related to meetings and workshops and support the team in preparing minutes of meetings;
d) Provide administrative and logistical support to GFA, UNEP-CCC and GGGI comprising inter alia:
 travel arrangement of official missions, including visa requests, travel requests/authorizations,
 goods and service procurements in close collaboration with GFA and GGGI;
e) Support the MGEE and the GFA in project implementation including day-to-day project management, project monitoring and evaluation, facilitation of correspondence, telephone calls and appointments, maintenance of an effective filing system to manage all hard and electronic files, reference materials and confidential records as required;
f) Establish and conduct regular communication with key climate agencies, public institutions and the private sector on activities of the SPAR6C project;
g) Contribute to the preparation of capacity-building activities on Article 6 under the SPAR6C project in Zambia;
h) Participate in the development of technical studies related to sectoral GHG emissions, sectoral abatement options and costs, as well as national climate policies such as e.g. the Long term low emission development strategy and/or an NDC update (travel expenses will be covered by the SPAR6C project separately and the Consultant should follow the GGGI rules and procedures on travel).
The Consultant shall serve as a core part of the SPAR6C team in Zambia, support the advancement of key milestones in the project, attend the (virtual) weekly Zambia update meetings and respond in a timely manner to inquiries and requests from SPAR6C project regarding the activities in Zambia.
DELIBERABLES AND PAYMENT SCHEDULE
The Consultant is required to submit the following:
• Monthly Work Summary Report: seven days after a month ends, the Consultant shall report on the activities carried out in support of SPAR6C, the results/outcomes of such activities, and the number of workdays spent on each activity in the previous month in a Work Summary Report (template will be provided). The Report shall be complemented by other specific deliverables as agreed in the Monthly Work Plan (see below) as annexes and a detailed timesheet (template will be provided). Both Report and timesheet to be approved by GFA and GGGI before invoices shall be processed. In case of any comments or modification requests from GFA and/or GGGI on the Work Summary Report and its attachments, the Consultant is requested to address them within 5 days from the receipt of the comments or modification requests and submit the final revisions. Only after the final approval, an invoice can be send and shall be processed.
• Monthly Work Plan: seven days prior to the end of each month, the Consultant shall provide an estimate of workdays needed for services/activities in the following month and a list of deliverables resulting from these services/activities (e.g. briefing notes, presentations, reports etc.). By the end of each month, the estimate shall be discussed with and approved by the Consultant and the GFA team.
Reporting to SPAR6C Project Focal Points: The Work Summary Report, incl. its annexes and timesheets, must be prepared in English and submitted via e-mail to the GFA SPAR6C team for approval. Once approved, the timesheet, invoice and any related deliverables shall be sent to GGGI administrative offices for processing. The specific content and timing of submission of the monthly Work Summary Report can be amended upon discussions between the GFA international team, GGGI and the Consultant.
Reporting to Government: The Consultant shall facilitate regular coordination meetings with government, through the Ministry of Green Economy and Environment, with other government counterparts (minimum quarterly meetings) to report on progress against the assignment objectives and to ensure a strong flow of information and feedback on project activities.
Payment: the payment for services under this contract will be made monthly based on submitted timesheet (on a daily-rate basis).
EXPERTISE REQUIRED
A successful candidate needs to meet the following requirements.
Qualification and skills requirements:
• A master’s degree in economics, environmental sciences, public administration, or other related studies;
• At least three years of working experience on climate change policies and actions;
• Familiar with climate change policies (such as the NDC) and government institutional setup in climate change and carbon pricing policy development in Zambia;
• Basic understanding of the international carbon market status, Article 6 rules, and negotiation process.
Profiles of preferred candidates:
• Excellent project management skills,
• Strength in teamwork and open communication;
• Excellent communication skills in English; command of other local languages is an advantage;
• Demonstrated ability to work independently, identify issues, and suggest solutions;
• Flexibility to adapt to fluctuations in workload based on the project’s needs;
• Availability to check and respond to e-mails (or other communication channels) on daily basis, address urgent requests and deliver tasks in a timely manner;
• Working experience with the Ministry of Green Economy and Environment or its predecessor ministry/ies and other national government agencies working on climate change is a plus;
• Having past experiences of working as international project manager or coordinator is a plus;
• Past experience working with international organizations under technical assistance projects in Zambia is a plus;
• Fluence in Bemba, Chewa, Lozi, Luanda and/or Tonga is a plus;
• Own office equipment incl. computer hardware and software and access to a reliable internet connection and work space to carry out the roles and responsibilities.
