JOB DETAILS:
In support of the CTA, it is expected that a National Technical Advisor is appointed with professional experience in agribusiness development and training of farmers or farmer groups being a key asset. The National Technical Advisor will also be deployed for the entire duration of the project. The National Technical Advisor has the following essential tasks (without being limited to them):
Technical tasks:
• Provide specific technical advice to the project management unit on the implementation of the FTC business plan and strengthen collaboration with development partners (Result 1), and capacity building of farmers on agroforestry (Result 2) in cooperation with and under the direction of the Project Manager;
• Facilitate market driven linkages between FTC, agribusiness producers, consolidators, processors and other market actors to ensure effective partnerships and collaboration for the implementation of the FTC business plan;
• Plan and implement capacity building of farmers, farmer groups or cooperatives through formal and informal training, ad-hoc technical support and field demonstrations of agroforestry practices and technologies in cooperation with subject matter specialists of MoA, MFL and FD;
• Facilitate institutional strengthening and capacity development measures (incl. on-the-job-training) for FTC Katete;
• Support the Chief Technical Advisor in planning, coordinating and steering the implementation of the other project measures (specifically Result 3 and 4);
• Support Chief Technical Advisor in development of curriculum or training concept for FTC and implementation of training programme for extension services;
• Provide advisory services and management assistance to SAO, monitor project activities in the field and report on them (BEOs, CEOs, lead farmers, farmer field schools);
• Support communication with local communities and farmers on project-related matters, specifically the adoption of agroforestry on farm land;
• Support CTA in her/his duties.
Project management tasks:
• Jointly advise the DACO and FTC in implementation, monitoring, and reporting of project activities at FTC;
• Support the CTA in the financial, technical and administrative project planning, control and implementation and coordination with the partner;
• Plan and coordinate with project partners particularly of those project activities to be carried out independently by the national technical advisor;
• Prepare together with the CTA annual work plans and reports for submission for approval to DACO, DoA and the Project Management Unit;
• Support short-term experts in the implementation of his/her assignments;
• Participate in and support the preparation of the Project Steering Group meetings and participate in other team and relevant technical meetings in Zambia and in the region, in each case in coordination with the MoA and the DACO;
• If needed: Act on behalf of the Chief Technical Advisor.
Qualifications:
Minimum criteria: Proficiency in written and spoken English
Award criteria:
• University degree (Dipl., M.Sc. or Dr.) in agroforestry, agricultural economics, agribusiness, environmental sciences or related fields of study;
• Profound working experience in development and implementation of agribusiness opportunities and/or micro-enterprises or management of agricultural business including the strengthening of market linkages;
• Experience in agricultural, business and management advisory support to farmer groups and/or cooperatives;
• Profound practical experience in organising and conducting formal and informal training activities and field demonstration for farmers and extension services;
• Proven experience in cooperation with government agencies, and civil society associations in the forest sector;
• Experience in international cooperation projects would be an asset.
The assignment of the National Technical Advisor is expected to start in 09/2021. Knowledge of local languages (e.g.: Chewa, Nsenga, Ngoni, etc.) is an advantage.
