The Association for the Promotion of Education and Training Abroad (APEFE) is a Belgian organization that mobilizes its resources and expertise to serve the countries of the South for strengthening their capacities to implement their Development policy in the sectors of education, agriculture and environment, health, governance and the private sector.
ln Rwanda, APEFE is implementing its five-year program (2017-2021) financed by the Belgian Directorate General for Development Cooperation (DGD), with the objective of initiating "inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skms needs of the growing Rwandan economy in food processing and beauty/fashion trades". This program will be implemented in a partnership with the Ministry of Public Service and Employment (MlFOTRA} and the Private Sector Federation (PSF).
Expected results of the APEFE program 2017-2021
ln this phase 2017-2021, APEFE in collaboration with its partners aim at the following results:
Result 1: Different partners collaborate and co-ordinate inclusive and equitable quality alternance training,
Result 2: TVET institutions train young men and women to be competitive on the labour market.
Result 3: Companies are able to provide inclusive and quality workplace learning opportunities.
To fulfil this mandate APEFE is seeking interested Rwandan candidates for the following positions:
National Technical Assistant -Training of Trainers and Curriculum Development/Ref:

The Association for the Promotion of Education and Training Abroad (APEFE) mobilizes its resources and expertise to serve the countries of the South to strengthen their capacities to implement their development policy in the sectors Education, Agriculture and Environment, Health, Governance and the Private Sector.
As part of its 2017-2021 programme in RWANDA, APEFE is hiring a National Technical Assistant Training of Trainers and Curriculum Development (MIF) for the Programme, whose objective is: " Inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skills needs of the growing Rwandan economy, is initiated in food processing and/or beauty/fashion trades.”
• Place of assignment: Kigali (Rwanda) with regular missions in Provinces
• End of contract: December 2021

Full-time
In close collaboration with his/her counterparts of WDA and Rwanda Polytechnic (RP) and APEFE team, the National Technical Assistant (NTA) Training of Trainers and Curriculum Development, provides the necessary technical support to partners in order to achieve the second result of the programme.
S/He is under the hierarchical authority of the APEFE programme administrator.
Tasks and responsibilities of the NTA:
• Support the WDA in setting the standards for apprenticeship training in TVET schools and companies;
• Support WDA and RP in coordinating the monitoring of apprenticeship training in the sectors of food processing, beauty and fashion;
• Support TVET schools and TVET trainers in the monitoring of the learning of apprentices throughout their learning process;
• Support WDA and Rwanda Polytechnic in the development or revision of curricula for the supported trades, on the basis of the lessons learned and recommendations from TVET schools and companies;
• Support TVET trainers and in-company trainers in the development of training plans and the implementation of apprenticeship training in TVET schools and companies;
• Organise and facilitate the technical and pedagogical capacity development of TVET trainers in accordance with the TVET Trainer curriculum and trades curricula through peer learning; coaching and action-research in order to achieve quality transfer of
Knowledge and Skills to apprentices;
• Prepare terms of reference and tenders for external experts required to provide technical capacity development of TVET trainers;
• Organise and facilitate the capacity development of TVET trainers in the competency- based assessment of apprentices in collaboration with in-company trainers;
• Organise and facilitate the capacity development of TVET trainers in soft skills;
• identify the TVET schools’ needs in equipment to implement quality apprenticeship training in accordance with the competency-based curriculum;
• Prepare and follow up the purchase of equipment for TVET schools;
• Organise the training of TVET staff in the use and maintenance of the newly acquired equipment;
• With its counterparts in WDA and RP, maintain a good flow of communication and information between all private and public stakeholders in the field of workplace learning;
• Maintain good relations with technical and financial partners and initiate collaboration with these partners for the realization of programme activities;
• Contribute to the reflection on programme strategies;
• Contribute to the programme team reflection about activities to be carried out in the programme;
• Perform any additional tasks assigned by the Programme Administrator.
Profile:
Holder of a University degree in education sciences, pedagogy or other related fields;
Proven experience of at least 7 years in competency-based training and professional development of teachers/trainers;
Experience in the field of TVET and/or workplace learning;
Experience in collaboration with development cooperation organisations and with
TVET institutions in Rwanda;
• Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;
• Good capacity for listening and intercultural dialogue especially on the dimensions of gender:
• Have skills in coaching, tutoring, mentoring;
• Have practical organization skills and planning skills;
• Methodical and rigorous approach;
• Have a proven aptitude for oral and written communication as well as for presentation;
• Perfect oral and written command of the French, English and Kinyarwanda languages;
• Mastery of basic office software (Word, Excel, Powerpoint};
• Be prepared to travel within the country.
