Pre-Qualification of Bidders, Design, Supply, Installation and Commissioning of a Modern Automatic Fire Detection and Alarm System at Zambezi River Authority

1. The Zambezi River Authority ("the Authority") has set aside funds to finance various operations during the 2022 financial year. It is intended that part of the proceeds of the funds will be used to cover eligible payments for the design, supply, installation and commissioning of a modern Automatic Fire Detection and Alarm System

2. The Authority is a corporate body jointly and equally owned by the Governments of Zambia and Zimbabwe_("Contracting States") and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Luangwa in Zambia and from Kazungula to Kanyemba in Zimbabwe) forming a common border between the two Contracting States.

3. The Authority conducted a fire prevention and protection ins its Head Office, Kariba House, Lusaka in 2022. The inspection revealed that the Fire Detection and Alarm System currently installed at the said Kariba House needs replacement. Consequently, the Authority intends to have a modern automatic Fire Detection and Alarm System designed, installed, and commissioned. The system shall be capable of detecting and preventing any possible fire outbreak at Kariba House to safeguard life and property.

4. Pre-qualification will be conducted in accordance with the Authority's Procurement Policy and Procedures and only Zambian registered companies are eligible to participate.

5. The scope of works includes design, supply, installation and commissioning of a modern automatic Fire Detection and Alarm System which comprise the following:

a) Fire heat detectors in the roof void, under the ceiling and under the false floor

b) Smoke and heat detectors. (The system should also be capable of manual pulling in case the fire is spotted before smoke or heat reaches its sensors),

c) Alarm sounders.

d) Backup power supply for the alarm system.

e) Fire alarm indicator.

f) Provide Fire alarm zone map on each floor to provide guidance to occupants.

g) Provide necessary informative signage to be placed around the premises.

h) Adequate water pressure through installation of a booster pump, a water storage tank and all associated connections and relevant civil works

i) Provide maker parts on all fire points

6. Application Requirements Expressions of Interest are to be submitted in English and should include:

a) Assigned motivation letter.

b) A description of the similar works during the last 10 years, including key information on contracts completed on large building structures in Zambia. Include name of client, year, name of building/structure; scope of works, value and traceable references (contact persons, e-mail, and phone numbers)

c) Copies of the audited financial statements for the past 3 years (statements of accounts only)

d) Beneficiary ownership or company shareholders.

e) Company registration and tax compliance documents

f) Valid certification from applicable regulatory authorities.
