JOB DETAILS:
Job Objective/Purpose
Performs timely distribution and a variety of sales and customer support services for products. Maintains pleasant and effective public relations with customers and others requiring a general familiarity with SMCL products.
Job Requirements
• Full grade 12 Certificate
• Graduate Diploma in CIPS level 6/Degree in Procurement/Supply Chain Production Management.
• At least 2 years’ experience in public procurement
• Member of the Zambia Institute of Purchasing and Supply (ZIPS)

Personal Characteristics
• Knowledge of public procurement rules and regulations.
• Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems.
• Demonstrated ability to work independently.
• Excellent negotiation and people skills.
• Attention to detail and ability to track multiple activities simultaneously.
• High proficiency with Microsoft Office, including word processing, databases, spreadsheets and presentations
• Excellent English written and verbal communication skills.

Responsibilities /Duties
• Liaise with internal users in case of vague specifications for quick amendment.
• Properly file all procurement documents capturing a complete procurement cycle from PRFs to Payments and open individual files for high valued procurements.
• Identify and choose appropriate procurement methods.
• Source for quotes /bids from potential suppliers with necessary specifications and bills of quantities through official tender enquiries/ bidding to ensure competitive bidding.
• Network within other professionals to ensure best practices and benchmark with other similar organizations regarding cost and where they obtain certain products.
• Seek technical expertise in the evaluation of highly technical items/works/services.
• Submit recommendations for most responsive and competitive suppliers/contractors.
• Negotiate for price reduction in all direct bidding procurements and potential suppliers and ensure value for money is achieved.
• Prepare monthly reports highlighting;
1. Procurements undertaken and savings achieved against the budget;
2. Purchase orders issued and fully executed;
3. Pending procurements; and
4. Supplier performance.
• Assess current market pricing frequently in order to recommend contract awards at competitive rates.
• Conduct due-diligence on the competence of recommended supplier/contractor before submission of recommendations to the approvals of authority.
• Submit procurement activity reports that incorporate price efficacy, due-diligence and benchmarking components on a monthly basis.
• Re-confirm delivery dates or recommend for cancellation of non-performing contracts or Communicate effectively with all departments on a weekly basis and keep them up to date regarding their PRFs.

• Maintain a list of all critical suppliers who can deliver even after working hours.
• Assess supplier’s/contractor’s performance in terms of quality of items delivered, adherence to stated delivery periods
• Perform any other duties as maybe assigned by the supervisor from time to time.
