Job Description
Background:
Since 2006, the US President Malaria Initiative (PMI) has protected millions of people in sub-Saharan Africa from malaria through three vector control initiatives. Indoor residual spraying (IRS) sprays insecticide on walls, ceilings, and other indoor resting places to kill mosquitoes that transmit malaria. Insecticide-treated bed nets (ITNs) protect people as they sleep. And entomological monitoring helps countries monitor, adapt, and respond to changes in mosquito populations, including their resistance to insecticides. Abt Associates has contributed to this work since 2011 by leading the Africa Indoor Residual Spraying (AIRS), PMI AIRS, and PMI VectorLink projects.
In December 2022, PMI awarded Abt the PMI Evolve Project, which supports PMI and U.S. Agency for International Development (USAID) missions and bureaus with the planning, implementing, and monitoring of malaria vector control programs in 21 countries. PMI Evolve is building on the prior projects’ IRS, ITN, and larval source management (LSM) activities and entomological monitoring. The new project is strengthening the capacity of local institutions, including national malaria programs, district health offices, and research institutions, to independently conduct vector control programs. PMI Evolve is also responsible for program evaluation and conducting operations research on new vector control innovations. Activities are carried out in full collaboration with the National Malaria Control/Elimination Programs (NMCP/NMEP).
Abt is seeking the services of a procurement consultant to support with local procurements of goods and services for the IRS campaigns which starts around September 24, 2024.

Duration of the Assignment
• Period of performance is 40 days,
• Expected assignment start date is on or around September 10, 2024
• The consultant will be expected to work 5 days a week.
• Expected assignment end date is November 4, 2024.

Reporting:
The consultant will report to the Finance & Administration Manager.

Specific Responsibilities:
• Development of RFQ/Ps for procurement of goods and services valued at $3000.00 USD or above.
• Conduct solicitations of quotations/proposals for goods and services in accordance with Abt policies and procedures.
• Leading evaluations for procurements valued at $3000.00 USD and above while providing guidance to the procurement committee members during the bid evaluation meeting.
• Preparing award summaries/memos as per Abt policy.
• Preparing bid analysis for procurements above $3,000.00.
• Issue local purchase orders (PO) to vendors and ensure vendors confirm and sign purchase orders before commencing performance of the order.
• Ensure complete procurement files are saved in the procurement database.
• Attending vendor issues arising during PO performance to ensure smooth completion of tasks.
• Updating the procurement tracker with all procurements worked on from start to close in collaboration with the procurement specialist.
• Collaborate with the procurement team/committee to ensure procurements are completed and executed while adhering to policy.

Deliverables:
• Weekly report on procurement tasks performed and completed
• Weekly bid evaluation reports for all evaluations conducted
• Weekly report on awarded and performed purchase orders
• Weekly update of the procurement tracker

Experience
• Minimum of three years of relevant experience working as a procurement manager
• Experience working with USAID projects
• Knowledge of USAID policies on procurements and award
• Provincial and District health teams in the implementation of community health interventions
• Demonstrated ability to work with minimum supervision.
• Experience in working with local communities, civil society partners, urban /Local Government Institutions and Governments officials.

Qualifications:
• Bachelor’s degree +3 years of relevant experience
• Degree in logistics, Business, Management, Administration or another relevant field
• Experience with USAID funded development programs, and knowledge of the federal and AID Acquisition Regulations (FAR & AIDARs) is desirable
• Excellent management organizational, computer (especially excel) and writing skills
• Fluent in English
• Possess UNDP CIPS Level 3 certification or equivalent certification in procurement & supply management, preferred
