Title: Procurement and Logistics Director

Project: Rwanda Soma Umenye

Project Summary

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Principal Duties and Responsibilities

  • Oversee the development and preparation of solicitations and proposals, monitoring contract performance of procurements to ensure compliance to terms and conditions.
  • Compete, negotiate, award and monitor local goods and services subcontracts as required for the performance of the contract.
  • Tailor and apply Chemonics’ subcontracting manuals and procedures as relevant for the Soma Umenye project. Ensure compliance with all relevant regulations.
  • Ensure that all contract-specified subcontract related regulatory requirements and procurement regulatory requirements (e.g. FAR and AIDAR) are met in accordance with the contract terms.
  • Periodically review the procurement filing system to ensure procurement and logistics coordinator’s and assistants’ documentation management meet Chemonics policy and USAID regulations, and ensure all files are maintained in an audit-ready state.
  • Liaise with and provide all necessary assistance to other advisors and the Deputy Chief of Party – Operations on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of subcontractors working with under the contract.
  • Coordinate custom clearances for any goods being imported into Rwanda, including those coming from the Chemonics US-based home office, in full compliance of customs clearance and shipment activities with USAID rules, regulations, policies and strategies.
  • Support maintenance of expendable and non-expendable inventory, including labeling and tracking of items.
  • Monitor the management of the project’s motor pool coordination through supervision of the Motor Pool & Logistics Coordinator.
  • Supervise management of the project warehouse, including oversight of inventory tracking, operational processes, and dispatch of procured commodities to end users.
  • Manage the proper handover of any project equipment and maintain record of all equipment issues from staff.
  • Organize shipment services with freight forwarder as required.
  • Oversee a team of five individuals.
  • Perform any other appropriate tasks that support the overall project, as assigned by the supervisor or his/her designee.

Job Qualifications

  • Bachelor’s degree and at least 5 years of progressively responsible related experience. A combination of education and work experience may substitute for the required degree.
  • At least 5 years of applicable technical experience.
  • Advanced understanding of USAID procurement rules and regulations required.
  • Prior international donor experience required; thorough knowledge of USAID and its contractual and reporting requirements required.
  • Strong organizational and prioritization skills; excellent attention to detail.
  • Strong computer spreadsheet and word processing skills.
  • Demonstrated integrity and exemplary diplomatic, communication, and interpersonal skills.
  • Written and spoken proficiency in English.

Location of Assignment

The location of assignment is Kigali, Rwanda with intermittent travel throughout the country.

Supervision

The Procurement and Logistics Director will report directly to the Deputy Chief of Party – Operations or his/her designee.
